Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN REQUEST FOR QUOTATION WILL NOT BE ISSUED. Solicitation No. 00Q065 is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 97-19. The SIC code is 7521 and the size standard is $5 million. The action is 100% set-aside for small business; however, if two small business quotations are not received as a result of this RFQ, the procurement will revert to unrestricted status without further notice. This action may be awarded as either a single purchase or as two or more purchase orders depending upon how many parking spaces are available at a single location. If all required spaces are available at a single location meeting the requirements of the solicitation, a single award will be made. The U.S. Secret Service requires parking for 39 vehicles (sedans/station wagons). The selected garage(s) must be situated within the following perimeters in downtown Washington, DC, NW, North -- G Street, South -- D Street, East -- 15th Street, West -- 18th Street. The parking garage must be in an indoor garage with access/egress control (attendant during operating hours). Twenty-four (24) hour access may be by any means (attendant, key card, key, etc.,) at no additional cost to the Government. The garage must be available for U.S. Secret Service use seven (7) days per week, twenty-four(24) hours per day, 365 days a year. Self-parking capability is required. Standard commercial garage is acceptable. The garage must be suitable for vehicular parking with appropriate exhaust and ventilation. The garage parking space must be clean free of rubbish and garbage on the floor and in parking spaces. It must be free from mice, rates, snakes and other unsafe rodents. Free of water standing in floor parking area. Garage must be well lighted for security reasons. Period of performance will be from October 1, 2000 through September 30, 2001. The following Federal Acquisition Regulation (FAR) Clauses are applicable: 52.212-1, Instructions to Offerors-Commercial Items (Nov 1999); 52.212-3 Offeror Representations and Certifications-Commercial Items (Oct 1999); 52.212-4, Contract Terms and Conditions-Commercial Items ((May 1999); and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 1000)(additional clauses cited in 52.212-5 that apply to this acquisition are: 11,12,13,14,15, 16 and 23 Fill-in for item 23: The Government will make any and all payments via electronic funds transfer through the Automated Clearing House (ACH) Payment System). Quotes shall be addressed to the following: U.S. Secret Service, 950 H Street, NW, Suite 6700, Washington, DC 20373-5802, Attn: George Robertson and are due by not later than September 15, 2000 at 3 p.m. local time. A facsimile quotation to fax number (202) 406-6801 received by the date and time due is acceptable. Award will be made to the low priced quotation from a responsible quoter whose quotation and facility conforms to the terms of this RFQ.
