- Description
- NASA/MSFC plans to issue an Invitation for Bid (IFB) to provide the labor , equipment, and material to upgrade and replace the existing Vacuum Pump Facility (BLDG 4734) at Marshall Space Flight Center, Alabama. The construction process will require that the existing facility be demolished and reconstructed in phases. The existing pumps system will be refurbished/replaced in phases also. The phased construction approach is necessary to maintain a minimum amount of operational capability at the facility. The new facility will be a pre-engineered building with a bridge crane. The new pumps system will be fully automated. All requests mustbe in writing and contain the complete company name, address, and phone/faxnumbers. Requests for IFB packags must include a cashier's check in the amount of $25.00 made payable to "NASA MSFC CASHIER." Award of this project is contingent upon the availability of funds. Safety records of the prime contractor and subcontractors will be a consideration at award time and the prime contractor must have an EXPERIENCE MODIFICATION RATING (EMR) of 1.0 OR LESS AND PROOF INCLUDED WITHIN THE BID PACKAGE> THE PRIME'S SUBCONTRACTOR'S EMR RATING SHALL BE NO MORE THAN 1.1. REQUESTS FOR IFB WILL NOT BE ACCEPTED LESS THAN FIFTEEN DAYS PRIOR TO BID OPENING. The order of magnitude for the procurement is $1,000,000.00 to $5,000,000.00 and the effort shall be completed within 360 calendar days after notice to proceed. This procurement is a total small business set-aside. [See Note 1]. The SIC Code and small business size standard for this procurement are 1541 and 27.5M, respectively. The anticipated release date of the IFB is on or about October 2, 2000 with an anticipated bid opening date of on or about November 2, 2000. The firm date for receipt of bids will be stated in the IFB. All responsible qualified sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B".
