- Description
- The U.S. Bureau of Reclamation, Pacific Northwest Region, along with an interagency team of scientists, is proposing to enhance an existing wetland habitat along the Deschutes River, at approximately river mile 224. The area, Dillman Meadows, is situated on Deschutes National Forest land, Oregon. This project is needed to provide required habitat features for relocation of a small population of Oregon spotted frogs (Rana pretiosa). Construction shall be completed by November 2000. The project site at Dillman Meadows is approximately 12.4 acres of wetland, consisting of a diverse plant community of sedges, rushes, and emergent vegetation. The area is heavily saturated with water, comprised primarily of groundwater and sub-surface seeps which flow through the wetland and is backed up by a berm which extends across the lower end of the meadow. A vegetative mat overlays what appears to be a braided channel system, with several pockets of deep water present along the main flow line below the vegetative surface. Water depth in the existing main flow channels is as much as four to five feet over the summer months. Substrate is comprised of several feet of a stratified peat, silt and clay layer. All work shall have minimal impacts to the vegetation and substrate, except where clearing and/or deepening is specified. The project consists of the following wetland enhancements: Five small pond areas will be improved along the existing flow line of the meadows to create deep-water winter habitat. An organic mass consisting of a plant, similar to Nebraska sedge (Carex nebraskensis) approximately 12-14 inches thick will be cleared to expose more open water area for the frogs. Three existing deep holes at the confluence will have vegetation cleared and two along the southwest tributary. Minor vegetative removal and deepening of four small areas along the flow line in the southwest tributary shall be required to maintain a minimum of 3-4 feet of water depth over the winter. Quantity of vegetative material to be cleared occupies approximately 70,000 sq ft. Disturbance of vegetation at the site, around the deep holes, and flow line shall be held to a minimum. The project shall be implemented with as little disturbance to the river and adjacent riparian areas as possible. The current plan will be to use low charge explosives for clearing the vegetative mat and to minimize damage to existing vegetation. It is expected that upon blasting, the vegetative mat will be fragmented into smaller pieces or clumps that will be dispersed outward onto the margins of the meadow and adjacent upland areas, or may remain in the vicinity adjacent to the ponds. Larger vegetative clumps (greater than 25 sq ft) that remain will have to be removed from the wetland area. The contractor shall develop and implement measures to prevent water pollution and waste from impacting the waterway. Reclamation will secure Oregon Division of State Lands fill/removal permits before proceeding with construction.
