Description
DESIGN/ON-CALL CONSTRUCTION CONTRACT (DOCCC). The Office of Space Launch will be issuing a Request for Proposal for the Design/On-Call Construction Contract (DOCCC). The DOCCC will be a full services design-build contract capable of implementing facility/infrastructure requirements and delivering a finished product. Construction projects can range from $50,000 to $30,000,000. Continuous projects can be sporadic and are not assured. Possible scenarios could include: (a) Moving a project from requirements definition, through criteria build, design, construction, activation, and Government turnover; (b) Developing a design to 100% design level, for turnover to an outside organization for construction, then working with and assisting the construction contractor, overseeing the project on behalf of the Government, developing a punch list, and verifying construction adheres to design requirements; (c) Emergency facility repairs requiring less than 24 hour response time; (d) Conducting a study or assessment of launch base infrastructure support; (e) Providing technical expertise to other organizations/contractors in working group forums. This notice is not to be considered a solicitation. The successful contractor may be required to perform Top Secret effort required in the performance of the contract and provide evidence of appropriate Top Secret personnel clearances, ability to obtain Special Background Investigations (SBIs), Top Secret facility clearance and Secret facility safety guarding capability or provide evidence of the ability to meet the security requirements. A firm-fixed-price/firm-fixed-price level-of-effort contract is contemplated. The period of performance is scheduled for 1 January 2001 through 31 December 2002 and three two-year options. Non-Government personnel will be used to assist in the acquisition process. Formal source selection procedures will be used. Award is scheduled for December 2000. To assist the Government in planning for source selection resources, potential offerors are requested to notify this office NLT 13 October 2000 if they plan to submit a proposal. Past performance volumes are tentatively scheduled to be due13 October 2000. Proposals are tentatively scheduled to be due 23 October 2000. This is not a solicitation for proposals.
