Description

The Multispectral Signature Measurement Program (MSSM)located at the Naval Air Warfare Center, Patuxent River, MD as a requirement for a Midwave Infrared (MWIR) Focalplane Array Camera System, Model SBF 119. The MSSM program requires MWIR measurement data with the possibility of Shortwave Infrared (SWIR) measurements down to 1.5 microns. The system must provide signature data with extremely high spatial resolution in order to identify individual target components at the long measurement ranges. This high spatial resolution results in a requirement to have a focal plane array pixel dimension greater than or equal to 640X480 pixels in both the horizontal and vertical dimension. The system must provide a minimum data rate of 30Hz with the capability of capturing fast transients of aircraft IR decoys at data rates four times that or 120Hz. The system must decern a temperature difference of 0.20K or lower, for temperature ranges between 0 and 50 Centigrade and must be compatible with existing in-house Santa Barbara Focalplane SWIR imager. The Government intends to negotiate on a sole source basis, a firm fixed price contract with Santa Barbara Focalplane, 346 Bollay Drive, Goleta, CA 93117 under the authority of FAR 6.301-1. Santa Barbara Focalplane is the developer and manufacturer of existing equipment under the MSSM program. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement. All capability statements received in response to this notice will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. The government reserves the right to process this procurement as a sole source based on the responses received.
