- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 00SQ170747 is issued as a Request for Quotation (RFQ) and incorporates provisions in effect through Federal Acquisition Circular 97-19. This acquisition is a Small Business set-aside. The size standard is 750 employees and the standard industrial classification code is 3625. The U.S. Bureau of Reclamation, Grand Coulee, Washington has an urgent fixed price requirement for the following items: CLIN 0001 -- Metalclad Switchgear CYAX. The lineup of 15-kV metalclad switchgear is to consist of five inline cubicles, each containing one 1200 amp magnetic air circuit breaker (breakers JW10 through JW14). A bolt-in bus section is to be included with the switchgear and must be installed between the end of the existing switchgear at JW9 and the beginning of the new lineup at JW10. The new lineup must fit in a space 15 feet long by 92 inches deep by a maximum height of 9 feet, and must come atop 8-inch steel I-Beams to which it is welded. The I-Beams are to provide clearance for the high voltage and control cables, and shall be positioned under the cubicles such that they do not interfere with the 8-inch I-Beams protruding from under the JW9 cubicle. Three of the new breakers are to supply 6900-volt, 600hp synchronous motors. All plant loads on this switchgear are singularly fed. The spare breaker must be usable in all 14 cubicles of the switchgear, and must be interchangeable with all circuit breakers supplied under this purchase order and with all existing Federal Pioneer DST-2 circuit breakers already installed in the switchgear. Required instrumentation for breakers JW10 through JW14 is shown on drawing 222-117-23596. Relays 87B2 and 87KA are existing and are not to be supplied. Overcurrent relays for JW10, JW11, JW12, & JW14 shall be suitable for protecting a 6900-volt, 600hp synchronous motor, should it go induction. The circuit breaker control scheme is shown on drawing 222-117-23601. 125VDC circuit breaker control points for each breaker shall be brought out to a terminal block in that breaker's cubicle. One breaker auxiliary "a" contact and one breaker auxiliary "b" from each breaker shall also be brought out to a terminal block in that breaker's cubicle; the terminal block(s) shall be easily accessible for field wiring. General Electric type SBM control switches and breaker position indicating lights rated at 125 VDC, or equal, shall be supplied, separately packaged, for each circuit breaker. The items must be delivered to U S Bureau of Reclamation, Warehouse B -- Door 6, Industrial Area, Grand Coulee WA 99133 by 09/29/2000. The following FAR provisions and clauses apply to this acquisition: 52.204-6 Data Universal Numbering System (DUNS) Number (JUN 1999), 52.211-6 Brand Name Or Equal (AUG 1999), 52.212-1 Instructions to Offerors -- Commercial Items (MAR 2000), 52.212-3 Offeror Representations and Certifications -- Commercial Items (FEB 2000), 52.212-4 Contract Terms and Conditions -- Commercial Items (MAY 1999), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (FEB 2000), 52.219-1 Small Business Program Representations (MAY 1999), and 52.247-34 F.O.B. Destination (NOV 1991). Clause 52.212-5, paragraph (b) is tailored to incorporate the following clauses by reference: 52.203-6, 52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1. The Government intends to make a single award to the responsible bidder whose bid is most advantageous to the Government, based on items meeting the specification, delivery schedule, and price and price-related factors considered in descending order of importance as listed here. The closing date for receipt of offers is October 6, 2000. All sources responding to this synopsis shall submit information relating to business status, including identification as to whether small, minority-owned, and/or women-owned.
