Description
The Centers for Disease Control and Prevention (CDC) intends to purchase two (2) MVE Liquid Nitrogen XLC 1841 Systems and two (2) CBS 3301 Racking Systems. CDC believes that its requirements are met by only one provider, however all responsible sources that can meet the requirements listed herein may submit a quote which will be considered by the agency. Description of the requirements are: MVE Liquid Nitrogen XLC 1841 Systems: 1.) Designed for user who needs either vapor or liquid storage; 2.)stainless steel construction; 3.) large neck opening; 4.) with storage capacity from 5,000 vials to 30,000 vials; 5.) long term and safe storage of samples; 6.) must have a keyboard entry system for the entry of critical data for the function of the system, which requires an access code that is user definable to eliminate tampering with controls of the system; 7.) a control system which provides sequential purging of the level sensor line to eliminate ice build-up which can cause critical malfunctions in Liquid Nitrogen Level Sensing (heart of the controller); 8.) must contain one electronic module that is field replaceable in the event of service problems or failure; 9.) liquid nitrogen must enter the vessel through the annular space of the vacuum container to provide efficiency in filling, resulting in less nitrogen use and unwanted hardware within the chamber to interfere with inventory systems; 10.) the controller system must provide two temperature probes to the sample chamber. One is used to provide a temperature display of the warmest part of the chamber and the second can be inserted into the actual sample storage container to provide a data trail of sample temperatures for quality control validation; 11.) must have capability to test the validation of warm temperature alarm in the normal operating mode; 12.) must have liquid nitrogen consumption monitoring capability to allow for indication of failure before media is at risk; 13.) must have capability for tank production of 150C temperature without modifications resulting in higher consumption of LN2; CBS 330 Racking System: Accessory for MVE Liquid Nitrogen System described above; 13-2-C Racking System, capacity to hold 36 racks and 13 two inch boxes. This is a all or none requirement. Delivery must be made within 30 days of purchase. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLITICTATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The following provision(s) apply to this acquisition: 52.212-1 Instructions to Offerors -- Commercial Items (MAR 2000) applies to this acquisition; 52.212-2, Evaluation -- Commercial Items (JAN 1999); the evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the proposed system to meet the requirements stated herein, and (2) price. The clause 52.212-4, Contract Terms & Conditions -- Commercial Items (MAY 1999) applies to this acquisition. The following FAR Clauses are hereby added to this clause: 52.247-35 F.O.B. Destination; The clause at 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. The following clauses listed in paragraph (b) of 52.212-5 apply to this acquisition: (1), (3), (5), (7), (9), (11), (12), (14), (15), (17), (18), (20) and (24).
