Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). ITEM 1. SPECTROMETER PACKAGE. QTY 1, P/N TR550MST1M OR EQUAL. The Spectrometer package shall include: (A) TRIAX 550 0.55M F/6.4 with image corrected optics patented triple grating on axis interchangable turret, built in RS232 and IEEE interfaces with RS232 cable, P/N TR550 or equal. (B) Computer controlled axial entrance or lateral exit slit variable from 0-2mm in 2um steps, P/N 220-ASLN or equal. (C) Array adapter for triax series spectrometers, P/N MAI-T or equal. (D) Increased precision (micro-step) option for scanning applications, P/N MDO-TM or equal. (E) One JY 76mm x 76mm grating included in package, P/N GRATING or equal. NOTE: SEE LINE ITEM NUMBER 3 FOR SPECIFICATIONS. ITEM 2. SPECTRUM ONE CCD-1024 x 256-0, W/CCD3000, P/N CCDLN or equal. The camera shall include the following: (A) High sensitivity, low noise liquid nitrogen cooled camera, P/N CCDLN or equal. (B) One liter side looking LN2 dewar w/pour spout and 24HR hold time, P/N CCD-1LS or equal. (C) EEV MNFG 1024 x 256 pixel, front luminated, CCD chip with open electrode structure for enhanced QE in the UV, P/N 1024X256-0 or equal. (D) Compact high performance, high speed CCD controller with S/W. Includes 16-bit IEEE interface (requires National Instruments IEEE card for computer and cable), P/N CCD3000 or equal. (E) Spectra-Max for windows standard software, P/N CSW-SMWL or equal. (D) Upgrade to SpectraMax for windows with import/export formats, P/N CSW-SMWU(CCD) or equal. (E) Internal CCD Shutter for Triax 550 Spectrograph, P/N 227MCD or equal. ITEM 3. 1800 Grooves/mm diffraction grating, holographics, 76mm x 76mm x 16mm format, used for wavelength in the 450nm-850nm range, P/N 520 19 140 or equal. ITEM 4. 1200 grooves/mm diffraction grating, holographic, 76mm x 76mm x 16mm format for wavelengths within the 400 to 1300nm range. P/N 520 24 140 or equal. ITEM 5. 1200 grating/mm diffraction grating, holographic, ion etched blazes, 76mm x 76mm x 16mm format, optimized for 900nm wavelength, P/N 530 50 140 or equal. The provisions and clauses in the RFQ are those in effect through FAC 97-19. This procurement is a total small business set-aside. The SIC code and the small business size standard for this procurement are 5043 and 100, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Marshall Space Flight Center is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by COB September 21, 2000 and may be mailed or faxed to the identified point of contact, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Selection and award will be made on an aggregate basis to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement.
