Description

DESC: The General Services Administration, Federal Technology Service, Region 3, Philadelphia intends to solicit through other than full and open competition pursuant to FAR 6.302-1 with Data Security, Inc. for the acquisition of a full height hard disk degausser. Data Security, Inc. is the only manufacturer and vendor of a degausser which meets Department of Defense (DOD) 5200.28-M and NSA/L1-MTC-4A standards. This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP), GS-03T-99-R-000. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. This procurement under SIC 3577. Delivery is required by 9/30/00. Item shall be shipped to Dept of Navy, Bldg. R-30, Wallops Island, VA. 23337-5000. The degausser shall be special purpose degausser rated to declassify disk media. Must accept floppy disks, disks packs, sealed disk packs, hard disks, Winchester disk drives and disk platters. Requirements: Media; chamber must accommodate all disk drives to 3.5 in. (.89 mm) high by 6 in. (152 mm) wide by 10 in. (254 mm) deep. Effective deguasing field must be 10 in. (152 mm) square by 3.5 in. (89 mm) high. Performance: Erasure: Degausser must be able to erase hard disk medial with coercivity ratings up to 3000 Oersteds. Power Requirements: 120-230 Volts. 50/60 Hz. 960 VA. Applicable documents for all DOD components: DOD 5200.28.28-M, NAS Degausser Products Lists. Any response to this solicitation must include past performance. The proposed must include capabilities, experience, and current services or contracts that would demonstrate your ability to successfully deliver item and proof that delivery can be made by 9/30/00. Offerors must include at least 1 customer from whom the item has been delivered. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (JUN 1999), with its offer. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items (MAY 1999), is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (MAY 1999), is hereby incorporated by reference; paragraphs and subparagraphs (a), (b) (1) (5) (11) (12) (13) (14) (15) (20) (22) (25), (c) (1) (2) (3), (d) and (e) apply to this solicitation and any resultant contract. GSAR Clause 552.212-71, Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items (MAR 1998) is hereby incorporated by reference; clauses 552.203-70, 552.215-70, 552.228-75, 552.229-70, 552.232-70, 552.232-77, apply to this solicitation and any resultant contract. A firm fixed price contract will be awarded.
