Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation M67854-00-R-2187 is a Request for Proposal (RFP) with the intention of awarding a Firm Fixed Price (FFP) indefinite delivery indefinite quantity (IDIQ) contract. The ordering period will be from the date of award through 30 Sept 2001. Government anticipates issuing a delivery order for a minimum quantity of each line item (0001 0004) at time of award. Offerors may choose to propose on a stepladder-pricing basis. This is acceptable as long as all items and ranges are priced. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The proposed contract is 100% set aside for small business concerns under SIC Code 5049 in accordance with the Federal Acquisition Regulation, Part 19.501. CLIN 0001, Tactical Rubberized knee Pads, Qty 350 EA Min, 700 EA Max; CLIN 0002, Tactical Rubberized Elbow Pads, Qty 350 EA Min, 700 EA Max; CLIN 0003, Tactical Telescope Ladder (Black), Qty 30 EA Min, 60 EA Max; CLIN 0004, Tactical Glove; Leather with Spectra laminate, Qty 350 EA Min, 700 EA Max; DESCRIPTION: The Marine Corps Warfighting Laboratory (MCWL) Project Metropolis, is the definitive multi-year experiment designated to create a system of realistic warfighting that will allow Marines to shoot, move, and communicate as they accomplish missions during Military Operations in Urban Terrain (MOUT). The majority of the training will be conducted in specially designed urban training facilities. Combat training in these concrete environments requires knee and elbow protection be worn. The telescoping tactical ladder is necessary for upper level building entry and overcoming vertical obstacles in the urban environment. Tactical gloves are required to protect the hands from glass shards while breaching windows. The key capabilities that the offerors must address are as follows: knee and elbow pads must possess a wrap around system that utilizes an improved Velcro strap system where the Velcro is pushed through and around buckles so that it does not inadvertently come undone. The knee and elbow pads must have a rubberized/non skid exterior with semi-rigid pads that are designed to be quiet silent when contacting concrete or wood and provide a stable shooting base. The tactical ladder shall be made of aluminum, weigh less than twenty-five (25) pounds, and have a telescoping aluminum frame that allows it to extend to heights of at least (12) feet. The tactical gloves must protect the hands while breaching windows. DELIVERY: CLINs 0001 -- 0004 shall be shipped FOB Destination and shipped to/marked for: Marine Corps Combat Development Command, Marine Corps Warfighting Laboratory, Attn: Captain T.J. Walker c/o Jeanne Pierson, 3255 Meyers Avenue, Suite 214, Quantico, VA 22134. DATE OF DELIVERY: Delivery of CLINs 0001 through 0004 shall be determined to be 15 days after receipt of an individual delivery order. If this cannot be met, offerors shall propose the most aggressive delivery date possible. SOLICITATION PROVISIONS: The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items. FAR 52.212-2, Evaluation Commercial Items. The following factors listed in descending order of importance shall be used to evaluate offers: (1) FLEXIBILITY, (2) STABILITY, and (3) PAST PERFORMANCE. The Government intends to award this contract using "Best Value." Award will be made to the responsible offeror: Whose proposal is technically acceptable; Whose offer is deemed responsive to the solicitation requirements; Whose overall offer represents "Best Value" to the Government. In making its "Best Value" determination, the Government will consider overall technical merit to be of significantly greater importance than evaluated price. However, the importance of price as a factor in the final determination will increase with the degree of equality in the overall technical merit of the proposals. Offerors are required to meet the desired delivery dates, or be as close to those dates as possible. Offerors shall submit a written technical proposal, which clearly illustrates that its product meets all technical requirements. The offeror shall include Past Performance references on contracts of a similar nature including name of contracting activity, contract number, contract type, total contract value, and Point of Contact (name, phone, and fax numbers). Offerors are requested to provide the following administrative information with their proposal: TIN, DUNS, CCR, Cage Code, Payment Terms, Remit to address, and Email address. Commercial product literature is encouraged. Offeror shall include a completed copy of provision FAR 52.212-3, Offerors Representations and Certifications Commercial Items with its offer. The following DFARS clauses apply to this acquisition: DFARS 252.212-7000 Offeror Representations and Certifications Commerical Items (Nov 1995) and DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commerical Items (MAR 2000) and Buy American Act and Balance of Payments Program, 252.225-7012.
