Description
This Notice Superceeds previous notice published on 25 August 2000: CONCEPT CALL TO INDUSTRY FOR SOLUTION CONCEPTS TO ADDRESS USAF INFORMATION WARFARE NEEDS: Request for Information: Invitation to industry, academia, associations, and other interested parties to participate in Information Warfare (IW) discussions sponsored by the IW Technical Planning Integrated Product Team (TPIPT) and the IW Mission Area Team (MAT). Subject Matter: We will discuss solution concepts that address Fiscal Year 2002 (FY02) IW Needs. Background: Information Superiority is a core competency of the United States Air Force (USAF). In support of this core competency, the IW TPIPT strives to enhance Air Force (AF) Information Operations (IO) capabilities by capitalizing on technology solutions for warfighter requirements. Information Warfare is a mission area that supports Information Superiority. The Aerospace Command and Control Intelligence, Surveillance and Reconnaissance Center (AC2ISRC) is the lead -organization developing the FY02 IW Mission Area Plan (MAP) on behalf of Air Combat Command. The MAP contains a description of tasks for this mission area. A description of how well the AF can accomplish these tasks given its current capabilities. A listing of operational capabilities the AF needs, and a listing of proposed solution concepts that the AF would like to implement (i.e. acquire). The FY00 IW MAP and draft FY02 IW Needs will be available for viewing by 8 September 2000. The FY00 IW MAP and draft FY02 IW Needs are classified SECRET/NOFORN. Interested parties may view those two classified documents plus an unclassified generic set of questions and may submit solution concepts. Solution concepts meriting further consideration will be considered by the IW MAT and IW TPIPT for inclusion in the FY02 IW MAP. IW TPIPT Concept Call discussions will be held 12 -- 14 December 2000 at Hanscom AFB, MA. Parties wishing to brief solution concepts should submit unclassified or classified white papers by 23 October 2000. Unless notified, all parties submitting white papers must present a solution concept briefing at the IW TPIPT Concept Call 12 -- 13 December 2000 (Note: 14 December 2000 is for Government meetings only). Additional Information: Parties may obtain copies of the FY00 MAP, FY02 Needs, and of the generic set of questions in one of the following 3 ways: (1) You can request soft copies by contacting POCs listed below. (2) From the SIPRNET site at http://ac2isrc.langley.af.smil.mil for organizations with SIPRNET access. (3) Appointments may be made to view the MAP, Needs list, and the generic set of questions at Hanscom AFB, MA by contacting the POCs listed below. Please submit your clearances via fax to ESC/SRIW, Attn: Lt David Ozmen, fax # (781) 377-5594, DSN 478-5594. Access is limited to those organizations qualified by the Defense Security Service (DSS) to receive, process, and store classified materials. Procedures: Anyone can submit white papers. White papers should be limited to three single-spaced typewritten pages including a page devoted to answering the unclassified generic set of questions. Please use Microsoft Word 2000 or an earlier version with a font no smaller than type 10 and five slides using Microsoft PowerPoint 2000 or an earlier version with a font no smaller than type 12. We will accept classified or unclassified submittals with or without proprietary information. Unclassified nonproprietary information is preferable. We will protect any proprietary information submitted, but we may not be able to use it as the basis for a Request For Proposal (RFP). Unclassified white papers should be submitted via soft copy (e-mail or 3.5" 1.44 MB diskette). Using appropriate security procedures, send all classified white papers in hard copy. Address all material to ESC/SRIW, ATTN: Lt David Ozmen, Bldg 1102C, Room 244, 29 Randolph Street, Hanscom AFB, MA 01731-3010. Request all white papers include the following information: (1) name of company or organization, (2) Point of Contact (POC) within the organization (name, address, telephone number, fax, e-mail, etc.), (3) security officer within the organization (name, telephone, fax, etc.), if your white paper is classified, (4) brief description of the operational need(s) addressed by your solution concept, and (5) if requesting an opportunity to brief ideas during the 5-7 IW Concept Call. Briefers may request that only government, FFRDC, SETA, and ITSP personnel be present in the room during their presentations. Disclaimer: This information is for planning purposes.
