Description
DESC: The Office of Naval Research's Surface/Aerospace Surveillance Program and United States Marine Corps Systems Command PM Air Defense are soliciting white paper concepts for an Affordable Ground Based Radar (AGBR). The AGBR will serve as Advanced Developmental Model (ADM) for the USMC Multiple Role Radar System (MRRS). The AGBR will demonstrate technical and cost feasibility for fielding a mobile, affordable air defense radar. MRRS is intended to be a high mobility, high performance affordable radar used to support the USMC Tactical Air Operations Center (TAOC), Air Traffic Control (ATC), and Short Range Air Defense (SHORAD) missions. MRRS should be able to detect, track, and acquire all air breathing air targets (ABTs), in all terrain, weather, and electronic attack environments. The radar should have a very low false track rate and sufficient clutter cancellation/sub-clutter visibility to maintain full sensitivity against very low flying ABT's in the presence of land, sea, and urban clutter as well as ducting. Track quality shall be sufficient to support cooperative engagement capability (CEC) and to cue Complementary Low Altitude Weapons System (CLAWS) engagements. The radar shall provide high-speed interface suitable for interface to current and future Command and Control systems and CEC. Detailed threat performance and definition requirements are described in a classified Appendix. MRRS shall require only a single HMMWV (objective); a multi-vehicle configuration is acceptable but shall not exceed two total vehicles, including all necessary support equipment. Vehicle selected will be organic to the Marine Air Control Squadron (MACS). MRRS volume and weight constraints shall be consistent with internal transport by C-130, or externally slung from CH-53 and MV-22 aircraft. The radar shall require less than 30 minutes for 4 men to set-up (objective) or 60 minutes with 4 men (threshold). The proto-type equipment enclosures shall protect equipment from damage by dust, wind, salt spray, rain, and ice. Offerors are encouraged to use teaming to leverage existing production programs. Offerors must understand and have experience with the USMC operational environment including the transmission, refraction, and clutter effects of RF propagation over land or sea. Additionally, the offeror must be familiar with signal and track processing algorithms and the system technical requirements needed to support the USMC's ATC,TAO, and SHORAD missions. The offeror must have secure facilities for working with classified information and fabricating classified hardware and software up to the secret level. There is a one page classified appendix to this BAA that lists the numerical performance goals of the MRRS system, as well as a MRRS draft ORD. Both the Appendix and the draft ORD will be available for viewing at Logicon 2848 Jefferson Davis Highway Suite 102 Stafford, VA 22554 between the hours of 9:00 AM and 4:00 PM during the effective period of this announcement. Classification guidance for this program should be derived from OPNAVINST S5513.3B Security Class Guide for Radar dated: 12 November 98 and SECURITY CLASSIFICATION GUIDE FOR DEPARTMENT OF DEFENSE 30 Jun 98 LOW/COUNTER LOW OBSERVABLE (LO/CLO) PROGRAMS. It is anticipated that awards from this BAA will provide for three optional phases: Phase 1 feasibility study, Phase 2 prototype development Phase 3 Missile Defense Future Naval Capability (FNC) demonstration Notional program milestones are: Phase 1 Kick-off Nov. 00 Mid-term Review Feb. 01 Final Review August 01 Proposal Submittal for Phase II Sept. 01 Phase II Award Oct. 01 Proto-type Demonstration June 04 Phase III FNC Demonstration FY05 Phase 1 will be a ten-month (approximately) feasibility study to focus on refining the offeror's design concept for MRRS. Trade studies will be conducted to optimize performance of the concept, identify and reduce risk, and work out design details to the point where an estimate can be made of system size, weight, cost, risk, and performance. In addition, a plan and schedule will be developed for follow-on work. Total Phase 1 Concept funding is $1.2M. We anticipate making several equal awards for this study phase. At the end of Phase 1, each Phase 1 contractor will be asked to submit a proposal to execute Phase 2. The contractor/team with the best concept will be selected to execute Phase 2 (based on the Phase 1 results and the evaluation factors identified below). Phase 1 CDRLs shall include 3 meetings: a kick-off meeting, a mid-term review, and a final review, all at the contractor's facility. Additionally, the contractor shall prepare a concept description, performance specification, and development plan that identifies the proposed AGBR proto-type to be built during Phase 2 and the degree that each of the Key Performance Parameters (KPP) of the MRRS draft ORD will be addressed or met. The description and development plan should also include a notional schedule, work breakdown structure, cost, risk assessment, planned documentation, and management plan for phase II. The plan should also provide ROM estimates of non-recurring expense and unit cost for a full performance system. The contractor shall provide monthly reports on program status and expenditures. Phase 2 shall develop a full-size prototype focused on reducing key technology and cost risks. The prototype shall demonstrate as a minimum, basic search and track capability, sufficient clutter cancellation/sub-clutter visibility to detect very low flying targets overland and waveform adaptation to the environment. The prototype will demonstrate at least 180 degree coverage for a fixed array antenna, or 360 degree coverage for a rotating array antenna. Contractors submitting a fixed array antenna prototype shall identify a detailed plan for transitioning the antenna technology to provide 360 degree coverage without modifying MRRS requirements. After scaling weight, power, and volume requirements to full 360 degree coverage, the prototype shall meet the mobility KPP requirement. The prototype shall also have sufficient interface bandwidth to support interfaces to existing command and control systems, CEC communication nodes, and CAC2S Phase 3 will feature performance tests with other systems of the Missile Defense FNC program. This test will be conducted at Pacific Missile Range Facility (PMRF). Details of this integrated test will be resolved during Phase 2. WHITE PAPER SUBMISSION: Offerors shall submit white papers summarizing the proposed concept, including a rough order of magnitude cost (Non-recurring Engineering (NRE) and Recurring) for MRRS. The white papers should identify which ORD KPP's would be addressed by the proposed concept. Offerors may submit multiple concepts but must submit a separate white paper for each. The submitted white paper shall address the physical and performance characteristics of the system including electrical interface requirements. Offerors shall provide descriptions of waveforms and the degree to which they can be adapted to maintain sensitivity in all weather and clutter conditions. Offerors shall provide descriptions of antenna based electronic protect features that would be incorporated in their concept. Offerors shall provide sufficient information to demonstrate their understanding of the operational environment and USMC mission requirements. Offerors shall state the level of testing, modeling and/or analyses that has been conducted to support their concepts. All proprietary portions of the white paper shall be clearly identified and will be treated in the strictest confidence. White papers shall be submitted as four hardcopies to MARCORSYSCOM, 2033 Barnett Avenue, Quantico, Virginia 22134, Attn: Ms. S. Leigh D'Lugos. In addition a single electronic copy (either CDROM, 3.5" floppy, or 100 Mb Zip Disk) that must be readable by Microsoft Word 2000 or Adobe Acrobat and use 12 pt font or larger shall be submitted to dlugossl@mcsc.usmc.mil. . White papers shall be no longer than twenty (20) pages in length (not including cover page) and shall be identified as responses to BAA Number M67854-00-R-2173. The paper shall identify the technical points of contact (including telephone, fax, and e-mail information), and the contracting Point of Contact. White paper responses to this BAA are required no later than 45 days after this announcement. White Papers received after the designated time shall be considered only to the extent that funding remains available beyond the initial selection. The Government reserves the right to award on all, some, or none of the proposals received. Awards from this BAA may take the form of contracts or other transactions (OT). Offerors shall identify the proposed award type (contract or OT) in their white paper submission with rationale for the selection and expected benefits of the type proposed. PROPOSAL EVALUATION: White papers will be reviewed after expiration of the 45 day response period. Offerors have seven calender days to respond to written requests for technical clarification. We intend to award contracts approximately 45 days after completion of evaluation of formal proposals. White Papers will be evaluated using the following criteria in descending order of importance: (A) Overall scientific or technical merit; (B) Past and present performance on related radar programs for the DOD; (C) The offerors capabilities, related experience, facilities, techniques or unique combinations of these which are integral factors for achieving the proposal objectives; (D) Risk identification and mitigation; (E) Affordability and reliability of the proposed prototype sensor system; (F) Proposed cost and realism of proposed cost. No portion of this BAA has been set aside for historically black colleges, universities and minority institutions; though their participation is encouraged.
