Background """The National Air Intelligence Center (NAIC) Wright-Patterson AFB, Ohio is contemplating a five year $95 million dollar contract to provide NAIC with complete ballistic missile flight test and data collection/analysis support. Specifically, this effort will support NAIC in conducting all or any part of flight test programs which will include: the design, manufacture and testing of the launch vehicle, ground support equipment, and maneuvering payload module bus; the design, manufacture and testing of instrumented payloads/decoys and their deployment mechanisms; mission planning, including a data collection plan to optimize the payload deployment and sensor orientation for collection from multiple platforms, fabrication or modification of data collection sensors; and analysis of the collected data to provide vehicle and payload performance reports, discrimination of targets, and fusion of multi-sensor data. Additionally, the offeror must provide the tools to support the research & development of: aircraft and associated weapons, electronic systems, air capabilities evaluation, military space, materials, structures, manufacturing, directed energy weapons, aerospace power, propulsion, sensors, C4I, human factors, and chemical and biological warfare. Potential sources must provide in their response to this announcement the following information: (1) Evidence of capability to perform in the areas of: (a) Flight Test Vehicles (b) Payload Packages (c) Sensor Fabrication/Modification (d) Data Collection Planning (e) Data Analysis (f) Discrimination Techniques/Algorithms (g) Simulation/Modeling (h) General Threat Assessment (i) Multi-Sensor Data Fusion; (2) Evidence of the ability to obtain TOP SECRET/SCI personnel and facilities for safeguarding SCI material. All responses will be evaluated against the criteria listed in this announcement. Limit responses to 10 pages or less. Foreign participation on this contract is not authorized. Sources are requested to submit their responses within 30 days after publication of this announcement. All respondents shall indicate whether they are large or small business, (if small business, identity if designated as an 8(a) or HUBzone entity) in relation to SIC 8731, size standard 1000. The government reserves the option to set this acquisition aside for small business. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors, when an offeror prefers not to use established channels to communicate his/her concerns during the proposal development phase of the acquisition. Potential offerors should use established channels to request information, pose question, and voice concerns before resorting to use of the Ombudsman.
