Description
The Environmental Contracting Division (311 HSW/PKV), Brooks AFB, TX in support of the Air Force Center for Environmental Excellence (AFCEE) is preparing to release a Request for Proposal (RFP) for Environmental Minor Construction and Operation & Services efforts. The services contemplated comprise environmental minor construction, repair, remediation, demolition and incidental environmental architect-engineer services for programs and projects of interest to the government worldwide, but primarily on locations at Air Force installations in the 50 United States. The work includes all efforts necessary to support the government in achieving environmental objectives in the areas of environmental compliance, pollution prevention, environmental and land-use planning, environmental restoration, environmental conservation and other environmental services. This acquisition will be a small business set-aside. The Standard Industrial Classification (SIC) code for this acquisition is 8744 (Environmental Remediation Services), with a size standard of 500 employees. This size standard applies for the establishment of eligibility as a small business. For purposes of FAR 52.219-14 (b) (1), "Limitation on Subcontracting", the type of effort is construed to be environmental remediation services, therefore, "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." Source selection procedures will be followed in accordance with FAR Part 15 to competitively award two (2) to four (4) indefinite delivery/indefinite quantity (ID/IQ) contracts with multiple contracting arrangements, i.e. FFP and T&M. The estimated program ceiling for all contracts awarded under this announcement is $45 million. There is a minimum order amount guarantee of $10,000, which is applicable to the program. Each basic ID/IQ contract will have an ordering period of five years with the period of performance extending two years beyond the ordering period. The RFP is projected for release on or about 13 October 2000.
