Description
The District of Columbia Pretrial Services Agency, a federal agency, is seeking available sources to provide assessment services for criminal justice defendants with addiction and/or mental health issues. These individuals may be dually diagnosed with both mental health and alcohol and drug abuse/dependence issues. The agency seeks contractors to provide assessment and related diagnostic information to aid in the development of an individualized treatment plan. The purpose of the plan is to enable the Pretrial Services Officer (PSO) to assist the defendant in complying with court-ordered release condition(s) and to aid the defendant in becoming drug-free. The assessor will be required to perform screening/administration of Addiction Severity Index (ASI), provided by the Government, to identify the scope of problem and eligibility for treatment services, basic assessment sufficient for representation in court, placement in Superior Court Drug Intervention Program (SCDIP) and other contractual treatment facilities. The contractor shall also be required to provide advanced assessments to include co-occurring mental health issues. The place of performance will be at 500 Indiana Avenue, NW, Room C-301 or an acceptable similar facility. However, there may be times when the contractor must provide assessment services in the courthouse cellblock also located at 500 Indiana Avenue, NW. All contractor personnel who will work with clients/defendants shall not have any prior criminal record of felony convictions for the last five years, or are currently under criminal justice supervision. In addition, the contractor shall ensure that all assessors involved are appropriately trained and are Certified Addiction Counselors (CSC) and/or licensed by an equivalent recognized board, e.g., LPC, LCSW, etc. This is a sources sought synopsis only and does not require the submission of a price proposal.
