Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M62613-00-Q-0274 is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-19. This acquisition is a small business set-aside, SIC 7299, business size $5.0M 3-year average annual gross revenue. Acquisition is a non-personal services contract for 1 year of duration for inter-denominational, multi-confessional youth ministry service to be performed at MCAS Iwakuni, Japan. The youth ministry service will perform the following: 1. Develop a broad based program inclusive of all denominations in the Chapel community. 2. Administer the Chapel Youth Program in consultation with the Command Chaplain and/or his designated "Youth Chaplain". Meet monthly with the Command Chaplain or his designated Youth Chaplain. 3. Attend weekly Chapel Staff Meeting. 4. Provide senior high youth club organization and direction. 5. Provide middle school youth club organization and direction. 6. Organize and conduct Senior High small group Bible Studies/discussions. 7. Organize and conduct Middle School small group ministry. 8. Conduct weekend spiritual retreat. 9. Conduct youth outreach ministry of presence, contact work and counseling with individual teens. 10. Screen, recruit, organize and train adult volunteers to support youth ministry programs. 11. Support ongoing chapel coordination, attend chapel staff meetings as required, and provide input to chapel planning and budgeting effort for youth program. 12. Provide monthly ministry report to command chaplain. 13. Organize, plan and lead youth. 14. Publicize and promote youth ministry program through available media. 15. Provide ongoing oversight, supervision and liaison with Command Chaplain. 16. Conduct service project for high school students for 5-7 days of duration. 17. Formulate and enact annual youth ministry plan in coordination with Command Chaplain and other staff. Non-personal services contract will commence at MCAS Iwakuni, Japan on October 1, 2000 and end 30 September 2001. IAW FAR 52.252-2 this document incorporates one or more clauses by reference, with the same force and effect as if they were given in full context. Upon request, the Contracting Officer will make their full text available. The following provisions apply: 52.212-1, 52.212-2, 52.212-3 Basic and Alternate I, 52.212-4, and 52.212-5. Provision 52.212-2 will consider the following evaluation factors in descending order of preference: price, past performance, and delivery. CBD Note 1 applies.
