- This is a combined synopsis/solicitation for commercial items issued by the Contracting Office, Offutt AFB, NE and prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. Purchase Request Number F4AFWA02500300 is being issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-15. All applicable provision and clauses are included in the actual solicitation that can be found at WWW.EPS.GOV under EPS FOR VENDORS, USAF-OFFICES, AIR COMBAT COMMAND-LOCATIONS, 55 CONS OFFUTT AFB-POSTED DATE. This announcement constitutes the only solicitation: proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The government intends to issue a purchase order for Statement of Objective: To train Air Force Weather Agency personnel on skills needed to effectively perform software engineering processes in an object- oriented software environment. Software skills needed are C++, Object-Oriented Analysis and Design (OOA/D) with Unified Modeling Language (UML), JAVA, and Common Object Request Broker Architecture (CORBA). 1. Programmers/developers must be able to effectively perform object oriented software engineering phases using a logical methodology based on UML to include but not limited to: a. Requirements using use cases b. Realization of use cases through analysis classes diagrams. c. Transition from analysis classes to design classes. d. Implementation of design in C++, JAVA and CORBA. e. Programming skills to be taught include a working level of ANSI standard C++ , JAVA, and CORBA 2. Classes must begin in Sep 00 and be completed by 31 Mar 01. Class size should accommodate up to 14 students. Classroom instruction should be from Monday though Friday, 7:00 a.m. through 5:00 p.m., no more than 4 days per week, four hours per day. (Any work on programming assignments and homework may be done in addition to classroom instruction.) 3. Documentation, such as a college transcript or certificate of completion, is needed as future reference in order to attend advance training and for record keeping. 4. Each student must be provided adequate training materials. 5. Training must be conducted within the local area of Offutt AFB. Vendor must supply classroom and labs. Please acknowledge all requirements on quotations. Please indicate FOB destination on quote. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. The provision at FAR 52.212-2, Evaluation_Commercial Items, applies to this acquisition. Evaluation will be based on best value including cost and ability to meet requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification -- Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
