- 17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this procurement is F09607-00-T0391 and is issued as a Request for Quotation This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 97-19, Defense Acquisition Circular (DAC) 91-13 and Air Force Acquisition Circular (AFAC) 96-3. The solicitation is 100% small business set-aside. The Standard Industrial Classification Code is 3711. The small business size is 500. The BID SCHEDULE shall be for line item 0001:070-700-300 CHASSIS-CAB, TANDEM AXLE, CLASS 8. 52,000 LB. GVWR (6X4) NOTE: This detailed specification is not complete unless it is used in conjunction with Specification Number SRMH-1, Special Requirements All Medium/Heavy Trucks. INTENDED VEHICLE USE: FOR TRANSPORTING A CRAWLER TRACTOR AND EQUIPMENT FOR FOREST FIRE PREVENTION, AND TRANSPORTATION OF UP TO TWO INDIVIDUALS ON PAVED AND UNPAVED, GRADED ROADS. *STD GVWR 52,000 LBS. STD PAYLOAD CAPACITY 36,450 LBS. (APPROX) *GVWR Gross Vehicle Weight Rating is the total weight of a fully equipped, fully loaded truck. ENGINE: a. Electronic diesel engine, liquid cooled, with a minimum of 230 Gross HP and 660 lbs.-ft. Gross Torque (per the latest issue of SAE J1349), and a minimum displacement of 7.6L (466 Cm) The following engines, or approved equivalent, are acceptable: CUMMINS ISC: 8.3L (504 CID), 240 Gross HP, 660 lbs.-ft. Gross Torque, NI DT-466: 7.6L (466 CID), 230 Gross HP, 660 lbs.-fl. Gross Torque b. Standard cooling system with permanent antifreeze. c. Premium rubber Navistar Premium (EPDM), Gates Blue Stripe or approved equivalent) or silicone radiator hoses, by-pass hoses, heater hoses, and other coolant hoses. d. Dry type air cleaner with service (restriction) indicator. e. Engine protection system, at a minimum, must be activated by low engine oil pressure and high engine temperature. System shall, at a minimum include a warning light(s) and a derate (rampdown) feature that will reduce engine power and speed, or shut down the engine when any of these functions exceed normal limits. f. Horizontal exhaust. ELECTRICAL SYSTEM: a. Minimum 100 amp 12 V. alternator. b. Batteries to have a minimum total of 1100 CCA at 0 degrees F. TRANSMISSION: Minimum 6-speed automatic transmission with PTO opening(s). Allison MD3560-P or approved equivalent. AXLES & SUSPENSION: a. Steel front axle and suspension with shock absorbers, if available, minimum 12,000 lb. GAWR. b.Front wheel oil-lubricated bearings and seals. c. Single-speed tandem-drive rear axle with a driver controlled full locking inter-axle differential, minimum 40,000 lb. GAWR. Rear axle ratio is to be 7.17 or the closest possible ratio available. Rear suspension must have minimum 52-inch steel walking beams. Hendrickson RT2-400/RT403 or approved equivalent. Note TO BIDDER: THIS TRUCK MUST BE CAPABLE OF PROVIDING A MINIMUM TOP SPEED OF APPROXIMATELY 55 MP AT THE PUBLISHED GOVERNED RPM FOR THE ENGINE SPECIFIED. d. Front wheel hubs and rear axles shall be filled with synthetic lubricant. PERFORMANCE ITEMS: a. Factory installed speedometer, odometer, ammeter or voltmeter, fuel gauge, engine oil pressure gauge, coolant temperature gauge, tachometer, air pressure gauge and dash-mounted engine hour meter. b. Power steering. COMFORT ITEMS: a. Factory installed AM-FM radio. b. Fresh air heater, air conditioner, and defogger. c. Arm rests, if available, both doors; sun visors, both sides. d. Tinted glass all windows, including windshield. e. Rain shields over door windows, both sides. Auto Ventshade Co. (1-800-241-7219) or approved equivalent. Factory or dealer installed. SAFETY ITEMS: a. Dual electric horns. b. Daytime running lights. c. Stainless steel or aluminum outside mirrors and brackets, left and right side. Mirrors to be large West Coast type, 6 inches x 16 inches minimum, to include stainless steel lower convex spot mirrors on both sides. d. Automatic-adjustable volume backup alarm. Must meet latest issue of SAE 3994, Type B, 107~(A). Factory or dealer installed. e. Rain Flaps Splash and spray suppressant rain flaps, straight grass type, to be installed on heavy-duty hangers. Factory or dealer installed. NO VENDOR ADVERTISING OR IDENTIFICATION WILL BE PERMITTED ON RAIN FLAPS. f. All access steps shall be self-cleaning slip-resistant grating. BRAKES: a. ABS air brake system, minimum 13.2-cfm air compressor, and air reservoir(s) with automatic moisture ejector valve(s) (not heated). b. Moisture ejector valve(s) not to be mounted on bottom of air tank if at all possible. Side or remote location(s) preferred. c. Spring applied parking brake with in-cab parking brake control. d. Automatic slack adjusters front and rear. e. Brake dust shields. f. Outboard mounted brake drums, front and rear. (NOTE: Allows brake repair without removing axle hubs.) g. Low air pressure warning indicator in cab. h. Air dryer with heater. Bendix AD-9, Bendix AD-IP, Wabco System Saver 1200 or approved equivalent. TIRES & WHEELS: a. Ten (10) 11R22.5G (14PR) or larger, tubeless, radial tires with on/off highway tread for rear only and highway tread for front. Rear tires to be Goodyear G124, Michelin XM+S4 or approved equivalent. b. All wheels to be one-piece steel disc, 10-hole, I.S.O. hub pilot mount, 22.5 inch diameter. c. Front, inside rear, and outside rear wheels to be fully interchangeable. CHASSIS, FRAME, CAB: a. 52:000 lb. GVWR, factory certified. b. Minimum 2,460,000 in-lb. RBM to rear end of frame, factory reinforced if necessary. SEE Note 1 OF SPECIFICATION SRMH-1. c. Cab-axle dimension of 156 inches to I57 inches. d. Factory installed, step-type, steel fuel tank(s), minimum 75 U.S. gallon total capacity. e. Front tow hooks or tow pins or center mounted, recessed tow hook. f. Standard front bumper. CAB EQUIPMENT: a. Conventional cab, with tilt-type hood and fender assembly. b. High back or medium back with headrest (if available) air suspension driver seat with matching fixed base companion seat. Bostrom: National Cush-N-Aire, Sears, or approved equivalent. c. Cab assist handles, both sides. d. Royal Blue standard paint. e. Rear cab window with fixed tinted glass. BED SPECIFICATIONS: a. Truck Bed/Decking for the transport of crawler tractor and plow units as manufactured by Hester Plow Company, Inc. Bed will be installed with hydraulic ramps and wired to Florida Department of Transportation specifications. CONDITIONS: All enclosed conditions and requirements shall apply. MAKE: STERLING OR EQUAL. Quote shall include the trade-in of two transport trucks: 1 1974 Ford 800 Transport and 1 1980 Ford 800 Transport. POC for trade-ins is Mr. Kurt Olsen (863)452-4119 ext 302. DELIVERY: Delivery is required by 60 days after receipt of order and shall be delivered to Avon Park Environmental Flight; Bldg 29; Avon Park Air Force Range, FL. FOB POINT: Destination. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation should be submitted and shall contain the following information: SOLICITATION NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME; ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; PRICE, ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS. Quote shall also contain all other documentation specified herein. Signed quotes must indicate quantity, unit price and total amount. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Offerors that fail to furnish the required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. PERIOD OF ACCEPTANCE OF OFFERORS: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. LATE OFFERS: Request for Quotations or modification of proposals received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered. EVALUATION/AWARD: IAW FAR 52.212.2, Evaluation-Commercial Items, the Government will award a purchase order resulting from this solicitation to the responsive responsible low offeror. All offerors MUST BE CENTRAL CONTRACTOR REGISTERED (CCR).
