- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation (F26600-00-QZ062) is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. This acquisition is set-aside exclusively for small business concerns. The SIC code for this solicitation is 3089. FAR 19 classifies small businesses as those that gross equal to or less than $5.0 million annually based on the average of the offerors past three fiscal years. Offerors shall submit their quote according to the following description: To provide all labor, tools, parts, materials, transportation and supervision necessary to provide the following required line item: CLIN 001 One (1) ea. Shuttle hook lift Model 108-14-40 or equal Must be compatible with a Government owned International Truck Model # 25746X4 Serial # 1HTGAHC6XH69S729 Gross Vehicle Weight 56,000 Pounds 25,000 Kilograms Gross Vehicle Weight Front 7,258 Kilograms 16,000 Pounds Gross Vehicle Weight Rear 9,072 Kilograms 20,000 Pounds Must perform installation of new components Lifting Capacity _40,000 pounds gross weight evenly distributed in, or on, body Operating Pressure _4200 Pounds Per Square Inch (PSI) Maximum dump angle _ 55 Degrees Height of Loader _Loader height not to exceed 11_ as measured from top of truck frame to top of loader rollers Tilting Hook Assembly _Loader must have pivoting type front tilt section (jib) to provide a low degree loading/unloading angle. Hook to include automatic mechanical safety latch which disengages only when the container/body is in proper position to be picked up or dropped off. Tilt Cylinder _ Single 4 _inch bore with 2-inch diameter rod cylinder. Cylinder must be double acting and include dual integral pilot-operated counter balance valves to prevent cylinder collapse in case of hose failure. Cylinder must be fully retracted when in the transport mode to prevent exposure of cylinder rod to corrosive road salts. Lift /Dump Cylinder- Single _Single 7 inch bore with 3-inch diameter rod cylinder. Cylinder must be double acting and include dual integral pilot-operated counter balance valves to prevent cylinder collapse in case of hose failure. Dump/Tilt Interlock _Dumping must be accomplished through a rear pivot. Tilt and lift sections must lock into a rigid full length 25_-wide frame with front saddles to provide support for the container while in the dump mode. These sections form this frame without the use of mechanical latches which rely on gravity,springs, or container/body mounted latches. Rear Body Hold-downs _Dual fixed-position hold down devices mounted to the dump frame to secure the body to the loader through all ranges of the dump mode. This must be accomplished without the use of steel springs and/or hydraulic/air cylinders. Rear Dump Hinge Pin _2.5-inch diameter type 304 stainless steel minimum. Pins _All pins to be type 304 stainless steel. All pins to be drilled, tapped, and threaded at the end to accommodate a grade 8 cap screw and a stainless steel retainer plate. No steel snap-rings allowed. Bushings _All bushings to be of the permanently lubricate variety. No grease zerks allowed. Hose & Hydraulic Fittings _All hoses and fittings are to be SAE; metrics are not to be allowed. O-ring face seal fittings to be utilized wherever possible. Hook Height _61.75-inches from bottom of skid rails to centerline of hook bar. Volvo bent axis piston type hydraulic pump or equal Hotshift Power Take Off (PTO) for customer_s 1999 Navistar (International) tandem axle chassis with a 64,000 Gross Vehicle Weight (GVW) Chassis requirements _ 108_ cab-to-trunion, 16000# front axle rating, 34,000# rear axle rating, 2,200,000 RBM frame Heavy duty rectangular bumper with imbedded lights Three section valve bank; (2) manual sections and (1) 3-way electric in lieu of standard 2-section valve to accommodate water tank system required Origin of Manufacture _Loader to be designed and manufactured in the United States of America. 3000 gallon water tank system complete with A-frame skid to match latches and hook to 108-14-40 Shuttle hook lift. Rear rollers installed, painted gloss black. Flatbed body requirement: 16_ overall length flatbed style body, steel treadplate floor, beavertail with rear rollers, A-frame skid to match latches and hook to 108-14-40 shuttle hook lift, front bulkhead, painted gloss black. Dump body: 13_ Crysteel HD Tipper dump body, 10 yd., complete with A-frame skid (8x3 A-frame, 6 x 3 longsills with 12 x 3 flat strip on bottom), to match latches and hook to 108-14-40 Shuttle hook lift. Rear rollers installed, painted gloss black. Quotes are due by close of business 4:00 P.M. (PST) on 15 Sep 2000 and can be mailed or hand carried to 99 CONS/LGCA, 5865 Swaab Blvd, Nellis AFB 89191-7063, Attn: SSgt Cleveland. Quotes may also be faxed to SSgt Cleveland at (702) 652-5405. No e-mailed quotes will be accepted. The provisions at FAR 52.212-1, Instruction to Offerors-Commercial applies to this solicitation. The provision at FAR 52.212-2, Evaluation _ Commercial Items, applies to this solicitation and award will be made to the responsive, responsible offeror whose offer represents the best value to the government based on price and past performance. This solicitation will be awarded using Performance Price Trade-off (PPT) procedures where past performance is more important than price. Past performance will be evaluated in accordance with FAR 15.305(a)(2). Suitability-Capability of the item offered to meet the agency need IAW above referenced item description. The Government will consider the currency and relevance of the information, source of the information, context of data, and general trends in contractor performance. In the case of a contractor without a record of relevant past performance, the contractor will not be evaluated favorably or unfavorably on past performance. The Government will consider completed questionaires (Attachment 2) received from the potential offerors last three commercial and governmental customers, as well as information obtained from any other sources, when evaluating the contractor_s past performance. Submit company_s name, point of contact, and telephone numbers of last three customers to SSgt Cleveland at the above referenced phone or fax number The Government will use all available information to assign an overall, subjective rating to the contractor_s past performance.
