- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This request is being issued as Request for Quotations (RFQ) #Q8290000011. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-18. FAR clauses and provision are available through Internet access at http://www.arnet.gov/far. This is a small business set-aside acquisition. The standard industrial classification code is 5032 and the small business size standard is 500 employees. The following is a description of the requirements for this acquisition: BITUMINOUS MATERIAL GRADE PMCRS2 or PMCRS2h -- Polymer modified, asphaltic emulsion mixture composed of bituminous material uniformly emulsified with water and an emulsifying or stabilizing agent. The polymer shall be, at the option of the Contractor, either neoprene, ethylene vinyl acetate, or a blend of butadiene and styrene. The emulsion shall meet the requirements of Section 94, Table 3, of the State of California Department of Transportation Standard Specifications, latest edition. QUANTITY -- 31,000 gallons. DELIVERY -- FOB destination to Haleakala National Park Halemau parking area located approximately 4 miles inside the Park, south of end of State Highway 278, in 5,000 gallon insulated containers with heating tubes and heaters. Temperature of asphalt at the time it is put into tanks for shipping shall be ~200 degrees F. Contractor shall arrange for return of the containers at no expense to the Government. Delivery shall take place over a period of 2-3 weeks beginning in the spring of 2001. Emulsion will be transferred by the National Park Service (NPS) from the parking area to a NPS distributor tanker truck for application on roadway as part of seal coating project. SUBMITTAL -- Contractor shall provide one copy of manufacturer's certification for each truck load certifying the material is of the type, grade, and quality specified and one certified weight ticket, from supplier, for each load of bituminous material delivered to the project site.. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this transaction. The provision at FAR 52.212-2, Evaluation-Commercial Items (Jan 1999), is applicable to this transaction with the following evaluation criteria inserted into paragraph (a): [1] price; [2] past performance. Past performance shall be equal to price in importance. Quoters shall included a complete copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Feb 2000), with its quote. The following additional clauses referenced in subparagraph (b) of 52.212-5 are applicable to this transaction: 52.222-21 Prohibition of Segregated Facilities (Feb 1999); 52.222-26 Equal Opportunity (E.O. 11246) (Feb 1999); 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (Apr 1998); 52.222-36 Affirmative Action for Workers with Disabilities (Jun 1998); 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (Jan 1999); 52.225-3 Buy American Act-North American Free Trade Agreement-Israeli Trade Act-Balance of Payments Program , Alternate I (Feb 2000); 52.232-34 Payment by Electronic funds Transfer Other than Central Contractor Registration (May 1999) with the following inserted in subparagaph (b)(1) of this clause "no later than 15 days prior to submission of the first request for payment". Commerce Business daily numbered Note 1 is applicable to this transaction.
