Description

The Small Business Administration (SBA) intends to negotiate a sole source contract with Pitney Bowes, Annandale, VA, for lease and maintenance of mail equipment and postage meters located at SBA offices nationwide. The contractor must be licensed by the U.S. Postal Service to provide "Postage-by-Phone" meter heads via General Services Administration schedule. The contractor must also be able to provide original Prom software, maintenance and emergency repair service, new or used parts as required, and a primary point of contact. SBA anticipates award of a firm fixed-price contract for the base period October 1, 2000 through September 30, 2001, plus three (3) one-year options. Interested firms are invited to identify their interest and capability to respond to this requirement by no later than 9/25/00. See Numbered Note 22. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. Items and quantities are as follows: 1. Lease of postage meters; providing Prom software when required; and the maintenance of mail equipment on a nationwise basis; except for Guam, Puerto Rico, and the U.S. Virgin Islands. 1 YR plus 3 option years. 2. Lease of mail equipment for SBA temporary Disaster Offices. 1 YR plus 3 option years. The provision at FAR 52.212-1 "Instruction to Offerors -- Commercial Items" and the clauses 52.212-4 "Contract Terms and Conditions -- Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items" apply to this solicitation.
