Description
The Immigration and Naturalization Service, Dallas, Texas is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written Solicitation will not be issued. Solicitation ACD-0-Q-0028 is being issued as a Request for Quotation for this item. The solicitation document and incorporated provisions and clauses are those in effect through Acquisition Circular 97-19. This is a 100% SET-ASIDE FOR SMALL BUSINESS with a standard industrial classification code of 2451, and a small business size standard of 500 employees. A single award will be made. Desired Delivery: 60 days After Receipt of Order (ARO); Required Delivery: 90 days ARO, Contract Line Item Number (CLIN): 0001, Modular building for training environment. 1 Each. Unit Price $__________; Extended Total Amount $ _________ Delivery: _____ days ARO. FOB: Destination, to be shipped to the U.S. Border Patrol Tactical Unit, Range 8, McGregor Range, Ft Bliss, TX. Dimensions to be 24 ft by 60 ft (double-wide) to be delivered and placed on a contractor provided caliche pad. All blocking, leveling, tie-down, and skirting also to be done by the vendor. Facility to include a 10 ft by 12 ft office space at one end of the building. Across the 5 ft hallway from the office will be located one each 8 ft 5in by 10 ft male and one each 8 ft 5in by 10 ft female handicapped accessible restrooms. Each restroom will include at a minimum one water closet, one sink with faucet, one mirror, one ceiling fan, and one fiberglass shower stall. Facility will also include a kitchenette (sink-cabinet combo with space for a full size refrigerator) on the wall next to the office (on the outside wall opposite the restrooms). The remainder of the building shall remain open for training purposes. Facility shall include two lockable minimum 24 gauge steel exterior door entries with keys, located at opposite ends but on the same side of the building. Interior doors to be hollow core with privacy button locks for the restroom doors and with a privacy handle for the door for the office. Contractor to furnish and install steps and a minimum of one handicapped accessible ramp to the exterior doors. Facility to be equipped by the contractor with a minimum of a 50 gallon hot water heater (located in a closet with door at the end of the building hallway between the office and the restrooms) and a 3 ton refrigerated AC/heating unit. The exterior walls of the facility to be fully covered and insulated with a minimum of R11 insulation finished with weather resistant siding. Interior walls to be fully finished or wood paneled. Floor to be a minimum of 5/8" reinforced decking with 1/8" vinyl tile covering throughout. Minimum 1 1/4" cove base in office and training area, 6" vinyl cove base required for restroom walls. Contractor to furnish all fluorescent ceiling lighting (minimum 12 each 2X4-4 fixtures, and one each fixture for the restrooms), switches, and electrical outlets. Minimum number of electrical outlets is three for the office area, one for each restroom, one four plug outlet on the kitchenette counter, one for the refrigerator space, and two outlets per wall for the training area. A fully wired telephone jack is required for the office area. Roofing to be a minimum of 3/8" reinforced decking covered by a minimum of 30 gauge galvanized material. Minimum R19 insulation required as part of the roofing. Ceiling height to be approximately 7'10" at top of pitch. A total of eight windows to be included, with four windows located on each of the long sides of the building. All windows to be of insulated construction, horizontal sliding single pane. Contractor to furnish exterior weatherproof 100 amp 3 phase with main electrical control panel with all necessary conduit hookups for the interior. Contractor is advised that hookup and delivery will be to the McGregor Range Camp, New Mexico, approximately 26 miles from El Paso, Texas. Contractor must furnish drawings or pictures of proposed building as part of their offer. Any proposed variation in the above specifications must be clearly identified as part of the offer. If Federal Supply Schedule pricing is proposed, all contract information should be furnished with the offer. THE OFFEROR SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, along with the offer.
