- This is a modification to Synopsis/Solicitation N00178-00-R-1070 (Submission Number 484107) which appeared in the Commerce Business Daily (CBD) on 9 August 2000 for the acquisition of maintenance of Uninterruptible Power Systems at the headquarters, Naval Space Command (NSC) and its nine field stations. The following provides the equipment to be maintained and its location: Dahlgren, VA -- Naval Space Command, Bldg. 1700, two Liebert PDU, Model PPA1OOC, Serial 177678-3, -4 and two Liebert PDU, Model PPA030C, Serial 177678-1, -2; Glennville, GA, one KW Controls UPS, 50 KVA, Model T2/50, Serial 0268 and (1) KW Controls Battery Plant, Model KW UPS; Hawkinsville, GA, one Liebert UPS, 30KVA/24KW, Model UDC 63030C25RT04, one Liebert Battery Plant, Model U25BPO030HLJ1BNS; Wetumpka, AL, one Liebert UPS, 15KVA, Model UDA63015C25RB03, Serial C177684-1 and Liebert Battery Plant, Model UBCB0225V25YJ; Hollandale, MS, one Liebert UPS, 30KVA/24KW, Model UDC6303C25DTW and one Liebert Power Plant, Model U25BPO030HLJ1BNS; Lewisville, AR, one Liebert UPS, 30KVA/24KW, Model AP340 and Liebert Battery Plant, Model AP340; Archer City, TX, one Liebert UPS, 15 KVA, Model UDA63015C25RT04, Serial P29458 and one Liebert Battery Plant, Model UBCB0225V25YJ; Truth or Consequences, NM, one Liebert UPS, 50 KVA, Model UDC63050C16RT, Serial P11580SD and Liebert Battery Plant, Model PRC1265; Maricopa, AZ, one Liebert UPS, 15KVA, Model UDA 63015C25RTW, Serial P29826 and Liebert Battery Plant, Model UBCB0225V25YJ; San Diego, CA, one KW Controls UPS, 50 KVA, Model T2/50, Serial 0240 and KW Controls Battery Plant, Model KW UPS. It should be noted that all equipment locations are remote, meaning that they are not located near major cities. At least one location is forty miles from the nearest city including the last twenty miles on a dirt road. This acquisition is for a base year service and four one-year options. The distribution units are to receive an annual visit. The contractor shall provide two preventive maintenance visits for the Uninterrupted Power Supply (UPS) units and four preventive maintenance visits for the batteries. The contractor shall maintain records of equipment start-up, warranty dates and expirations, factory modification requirements, and all emergency service calls. Maintenance of the Government's UPS' requires the use of trained UPS and battery technicians. Both types of technicians, including primary and backup personnel, shall have factory training and certifications updated annually. This factory training shall be based on the equipment at the NSC facility and proof of training must be provided in the proposal. The backup personnel shall consist of a second and third technician trained on the equipment and batteries at the NSC facility. Battery technicians shall be employed directly by the contractor, and shall be separate of the UPS technicians. Proof of the required training shall be provided in the proposal. The contractor shall provide a single toll free number to enable the Government technical personnel access to qualified support personnel 24 hours a day, 7 days a week, 365 days-a-year, including holidays; therefore, the use of answering machines is unacceptable. Due to the Government's need for direct access to the maintenance contractor, the use of answering services is precluded. If emergency service is required, response time of the assigned technician via telephone shall be 20 minutes or less. The contractor shall provide all replacement parts at the NSC facility. Parts shall be available to ensure around-the-clock parts availability throughout the country. Factory recommended spare parts shall be fully stocked by the contractor at the facility with backup available. The contractor shall be UL certified at the time of proposal submission. A copy of the Service Certification shall be contained in the proposal. The contractor shall be factory certified at the time of submitting a proposal, a copy of which shall be sent with the proposal. The contractor shall be in the full process of IS09000 and IS09001 certification. Due to the length of this certification, proof must be shown that the contractor is striving to meet the ISO requirement. The contractor shall have a quality assurance program and verification of the existence of this program shall be contained in the proposal. The contractor shall provide extended service to include corrective maintenance, travel, labor and emergency service calls, and all preventive maintenance visits to be performed at the customer's convenience. It also provides for 10 percent battery replacement per year for bad batteries found during a preventive maintenance visit. All emergency labor (24 hours/7 days), parts, and travel expenses to be included at no charge during the contract period. Any equipment that requires inspection for acceptance shall be provided at no charge. The offeror shall provide a copy of its certification as an "AUTHORIZED LIEBERT SERVICING AGENT" or demonstrate its ability to meet all maintenance requirements as set forth herein and the announcement of 09 August 2000 as well as its 23 August 2000 update (CBD Submission Number 489059). KW Control model UPS units shall also be maintained only by "AUTHORIZED KW CONTROLS SERVICE AGENTS" or demonstration of the ability to provide the required maintenance of the KW units identified herein. Offer is due 15 September 2000 no later than 2:00 p.m. (Daylight Savings Time) to Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Building 183, First Floor, Room 102, Dahlgren, VA 22448-5100 and anticipated award by 05 October 2000. All other terms and conditions remain unchanged.
