Description
The Centers for Disease Control and Prevention (CDC) has a requirement for a Nucleic Acid Extractor. This instrument is in support of the agency's prospective studies on disease burden with respiratory viruses and will be used to automate the extraction of total nucleic acid from clinical samples by using binding to and elution from a solid matrix per the method of Boom, et al. The licensed Boom methodology is an absolute requirement, and offers proposing alternate techniques will not be considered for this procurement. The instrument must have the capacity of processing ten or more samples per hour with the purified nucleic acid eluted in volumes of less than 0.1 ml suitable for direct detection by nucleic acid amplification assays. The instrument must also employ disposable sample handling devices and all reagents should be delivered under positive pressure to minimize cross-contamination between samples. The instrument must have a documented history of successful service with a wide spectrum of clinical samples including blood, tissues and respiratory secretions and comparative studies with competing systems and must have been published in reference journals or presented at recognized scientific meetings. Offerors must be able to provide onsite service or repair, at CDC Atlanta, within a maximum 72-hour response time. The instrument shall carry one year full parts and labor warranty, including two preventive maintenance service calls and offer supervised training of technical personnel in instrument operation. Delivery must be made within 30 days of contract award. Organizations who believe they can meet the specifications and requirements listed herein may submit a proposal which will be considered by the agency. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is 6060RU00 and is issued as a Request for Proposal (RFP). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition circular 97-19. The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors -- Commercial Items; FAR 52.212-2, Evaluation -- Commercial Items: the evaluation criteria stated in Paragraph (a) of this provision are as follows: (1) technical capability of the proposed system to meet the Government requirement and the specifications stated herein, including the maximum 72-hour onsite service requirement, and (2) price. Offerors shall propose cost for (1) base unit extractor separately, and (2) individual cost for disposables per specimen. The two factors will be given equal importance for evaluation purposes. The clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies. The following FAR clauses are hereby added to this clause: FAR 52.211-16 (0% increase, 0% decrease, all items); FAR 52.247-35, FOB Destination; The clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. The following clauses listed in paragraph (b) of FAR 52.212-5 also apply: (7), (9), (10), (110), (14), (16), and (23). Offerors shall include a completed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications -- Commercial Items, with proposal. This certification and documentation can be obtained by downloading the FAR Clauses (Volume II) at http://www.arnet.gov/far, and printing and executing the clauses 52.212-3 as indicated. This procurement is issued on an unrestricted basis. Applicable SIC is 3826, which has an applicable size standard of 500 employees. Offerors shall use the Standard Form 1449, "Solicitation/Contract/Order for Commercial Items" forms found at the URL above. Offerors must show in their proposals (1) the Solicitation number: 6060RU00; (2) Offeror's name, address and telephone number; (3) A thorough, comprehensive description of the item being offered in sufficient detail to permit evaluation of performance and reliability and compliance with the requirements of the solicitation; (5) Warranty terms; (6) Total price, including cost for base extractor and specimen disposal cost; (7) Remit to address if different from mailing address. In addition, although not to be considered as evaluation factor for award, as a separate option, Offerors are instructed to propose a two-year extended service contract which includes onsite maintenance and repair. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government. Offerors are also advised that award may be made without discussions or any contact concerning the proposal received. Delivery, which shall be made FOB Destination within 30 days of contract award, will be to the Centers for Disease Control and Prevention Warehouse, 4998-C South Royal Atlanta Drive, Tucker, Georgia, 30084. Payment terms are 80% upon completion of installation and demonstration of compliance with specifications, with remaining 20% to be paid 30 days later.
