Description
The USDA intends to award a sole source purchase order to Falex Corporation, pursuant to 41 U.S.C. 253(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for a Block-On-Ring Test System. The system includes a test unit for safely conducting the test in an enclosed chamber; a control unit for imposing test conditions in the test chamber; and a computer hardware/software unit for test set-up, test monitoring, data acquisition and simple data manipulation. The unit a capable of unidirectional line contact as well as area contact test geometries in lubricated (with specimens immersed in a non-circulating bath) as well as dry environments. The instrument must be programmed to automatically start and stop tests with up to 9,999,999 cycles, with up to 40 steps per cycle, and with up to 999 hrs per step. Mandatory salient characteristics include: 1) a 2HP servo motor; 2) dual range test speeds of 10-900 and 100-3600 rpm (+/- 0.5%); 3) pneumatically applied dual load range of 10-100 and 50-1300 lb (+/- 2%); 4) lubricant/chamber temperature control with digital display in the range ambient-204 degrees C (+/- 1%); 5) specimen temperature monitor/digital display 0-260 degrees C (+/- 1%) with adjustable temperature limit cut off; 6) load cell for direct friction force measurement/digital display in the range 0-250 lb (+/- 2%), which can be adjusted for automatic friction force cut off; 7) wear measurement/digital display up to 0.0001"; 8) user-friendly data acquisition system capable of simultaneously acquiring 7 parameters (friction force, chamber temperature, specimen temperature, speed, load, wear, coefficient of friction) at a rate of 1 sample per second; and real time display of up to 7 test parameters simultaneously. The unit has a total weight of 975 lb and requires bench top space of 72" (L) x 24" (W) x 42" (H). All responsible sources may respond by submitting a written narrative statement of capability to Rebecca Holzinger at the above address for consideration by the Agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received an order will be placed with Falex Corporation. The SIC Code Size is 3826/500 EM. This procurement is to be processed using Simplified Acquisition Procedures.*****
