Description

Background "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). The solicitation documented and incorporated provisions clauses are those in effect through the Federal Acquisition Circular 90-46. This is a sole source requirement IAW FAR6.302-1. The Scope of Work is the following: Renewal of reoccurring software maintenance in support of the following: REELbackup NetMaster, REEL backup Client Licenses, SCH: Robot and dbBRZ/Oracle software. The following clause and provisions apply: 52.212-1, 52.212-2(a) and 52.212-3. Clause 52.212-4 and 52.212-5 shall be included with any offer. WPAFB intends to award to Software Clearing House, Cincinnati, OH 45202. Authority: 10 U.S.C. 2304 (c) (1), Justification: Services required are available from only one or a limited number of responsible sources(s) and no other type of services will satisfy agency requirement. Mr. Stephen 'I. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractors concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman dose not participate in the preparation of solicitation, the evaluation of proposal of the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone listed herein. When request the Ombudsman will maintain strict confidentiality as to the source of the concern.
