Background "Special Note: The list of subscriptions has apparently been successfully uploaded, but it looks like the list has been duplicated. The list starts with ""Applied Occupational and Environmental Hygiene Journal"" and ends with ""Water Resources Research"". This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation ; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a competitive and full and open acquisition(no restrictions). This RFQ has the following line items: Subscription renewals for domestic and foreign journals, serials, and periodicals to be sent to a single address: AFIT/LDS, Wright-Patterson AFB, OH 45433-7765. These subscriptions are for scientific/technical publications in support of Air Force Institute of Technology (AFIT) faculty and students. A complete list of the required subscriptions is included as an attachment to this synopsis; there are a total of 31 subscriptions. Priced responses are due no later than 2:30 PM EDT, 22 September 2000. Award will be on ALL OR NONE basis. Delivery will be FOB Destination, net 30 payment terms. The following clauses and provisions apply: FAR 52.212-1 and 52.212-2(a) and 52.212-4. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals, or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
