Description
Solicitation SP0600-01-R-0007, Mooring services are required for the United States Air Force Sea Mooring Facility at Yumurtalik, Turkey, for the period beginning April 01, 2001. Request a multi-year (5 years) or a single-year contract with four one-year options to renew, whichever is most advantageous to the Government, be provided. Potential contractors must provide or perform the following services: a. Assist with maneuvering/positioning of vessels between the roads (approximately 1.5 miles from shore) and the mooring buoys. b. Connecting the ship's rigging (Winch) to the product discharge hose buoy(s) and lifting the discharge hose(s) onto the ship(s) deck (one or more hoses as requested by the Terminal Operator). c. Connecting the discharge hose(s) to the ship(s) discharge manifold(s) immediately upon completion of securing all vessel-mooring lines. d. Keeping watch over the facility during product discharge to detect leaks and help prevent damage to the facilities. Maintain radio communication with shore and vessel personnel at all times during discharge operations. e. Disconnecting each product discharge hose and towing it to a position where it can be lowered to the ocean floor without tangle. f. In the event weather/sea conditions force discontinuation of vessel discharge, the contractor will disconnect and reconnect the discharge hose(s) as conditions permit. g. Providing transportation to the Turkish Customs Officials between Iskenderun and Yumurtalik for gauging of on-shore tanks before and after discharge of product. h. Providing transportation from shore to vessel and return for laboratory and terminal personnel as required by the Terminal Operator.
