- Description
- The Fleet and Industrial Supply Center Norfolk Detachment Washington is intending to award a sole source contract for Commercial Maritime Analysis Support services for the Office of Naval Intelligence (ONI). The intended sole source for this requirement is Trident Information Services International of Lafayette, CA. The contractor shall be responsible for providing expert commercial maritime industry analysis in the following areas: analyze and develop methodologies to support ONI-21 Cargo Tracking Team and related efforts against ships involved in the movement of high interest cargoes; analyze and provide projections in support of the development of "Mega-Trends 2000" studies and subsequent related documents and presentations; conduct tailored training for analysts in maritime cargo tracking, documentation, and shipping practices; provide trend analysis and assessments in response to existing and ad hoc ONI, fleet, and national requirements; and support ONI Civil Maritime Industry Group tasking. The contractor will develop reports, training aids, and studies to support the above actions. The contractor shall possess a Sensitive Compartmented Information (SCI) clearance at all times. Using Trident Information Services will prevent disruption of existing services and avoid cost duplication associated with obtaining the required security clearances. Negotiations are being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1 (b) (1). Due to the urgency of this requirement, FISC intends to award a sole source time and materials contract seven (7) days after publication of this notice. The contract will consist of a base year and one (1) twelve-month option period, plus the period afforded under FAR 52.217-8. See Numbered Note 22.
