- This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotations are being requested and a written solicitation will not be issued. Solicitation number F38610-00-T-0039 is a Request for Quotation. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-15. This procurement is 100% set-aside for small business concerns. The Standard Industrial Code (SIC) is 7299. The small business size standard is $5,000,000. The contract period is 1 Oct 00 -- 30 Sep 05 (5 years). The offeror shall provide as a response to this solicitation: (1) a resume detailing relevant training and experience; (2) a list of at least three recent references; (3) a completed price list (Attachment 1), and (4) a completed clause 52.212-3. Quotes may be submitted in hard copy or electronically, either through email, fax, or mail. Regardless of method of delivery, it is the offeror's responsibility to ensure receipt of the quote by the time and date stated on the solicitation. STATEMENT OF WORK:PROTESTANT MUSICIAN (1100 PROTESTANT WORSHIP SERVICE)BASE CHAPEL A. ENVIRONMENT: 1. Charleston Air Force Base is a military community with a mixture of active duty and retired personnel and their dependents. The Charleston chapel program is a component of the Air Force Chaplain Service, with the responsibility to provide Air Force members and their families the opportunity to exercise their constitutional right to freedom of religion. 2. The Charleston Chapel Section is composed of chaplains, Chaplain Service Support Personnel, appropriated and non-appropriated fund contractors and lay volunteers. The programming developed by this staff is implemented in a pluralistic environment that is subject to the standards established by the United States Air Force. 3. The CAFB Protestant Community encompasses a major faith group of the chapel program. The program requires a high degree of coordination and cooperation among its staff. B. CHARACTERISTICS OF THE MUSIC PROGRAM: 1. This position supports the music component of the Parish Vision and Mission Statements, as identified by the Protestant Advisory Council and authorized by the Senior Protestant Chaplain. The Protestant Parish Music Program will conform to the instructions of the Air Force Chaplain Service, as determined by the Senior Protestant Chaplain. 2. The Protestant Music Program for the Protestant Parish will encompass the needs of the respective chaplain, congregation, and choirs. C. REQUIREMENTS FOR A PROTESTANT PARISH MUSICIAN: 1. QUALIFICATIONS _ a. Need a positive, motivated, and self-directed individual. This person should also possess the breadth and depth of knowledge necessary to lead the weekly Music Program. This position will require the musician to be proficient in organ/piano and choir direction. He/she must demonstrate a familiarity with the Protestant faith & practice as articulated by the USAF Chaplain Service. The applicant will submit a resume and references to determine qualifications. There will be an audition/interview conducted by the Senior Protestant Chaplain and/or designee(s). b. Education/Experience: The musician must be proficient at organ, piano, and keyboard. The ability to sight-read music is essential. He/she must also be able to direct the Chancel Choir and other choirs as required by the Senior Protestant Chaplain. Familiarity with a variety of worship styles is preferred. Experience as an accompanist is preferred. c. Character: An ability to work unsupervised in a fluid and occasionally stressed environment along side staff, parents, and children. Should possess an ability to maintain healthy, functional interpersonal relationships with colleagues and constituents. Should maintain professional standards of conduct and public decorum, including (but not limited to) dress and grooming. All applicants are subject to a security background investigation. 2. SKILLS _ a. Interpersonal: Must possess the ability to constructively work with chapel and parish staff, volunteers, and other musicians. b. Organizational: Must be able to efficiently manage diverse program elements. c. Communication: Must be sufficiently clear in articulating the needs and goals of the Music Program to chapel staff, volunteers, and parishioners. This will include communication during public worship. D. TASKS TO BE PERFORMED: 1. Contractor is responsible for all coordination, organization, preparation, and leadership in reference to providing direction and accompaniment for the 1100 Protestant worship service, holiday programs, and Chancel Choir presentations and Chancel Choir Rehearsals. Each performance, each worship service, each rehearsal shall constitute one unit for payment. 2. Be present 30 minutes prior to starting time of weekly worship services for warm-up/pre-worship preparation in chapel. 3. Provide instrumental support and direction for weekly choir rehearsals. 4. Provide instrumental selections each Sunday at 1100 Protestant Service: a. An offertory. b. Preludes -- ten minutes prior to beginning of service, and postludes -- five minutes following the service. c. Lead and/or accompany all congregational hymns. 5. When unable to perform services, individual will provide qualified substitute, approved by Senior Protestant Chaplain. 6. Contractor is responsible to meet with the Senior Protestant Chaplain periodically to discuss/review the status of the music program and exchange feedback for the contract period remaining. 7. When required, provide special music for community and seasonal occasions (available 10 units per contract year). 8. When required, provide special music for funerals and memorial services (available 10 units per contract year). 9. Contractor will be responsible for leadership in and the ongoing development of a Chancel Choir for the 1100 worship service. This will include, but is not limited to, the selection of appropriate music, the purchase of sheet music when required, the recruitment of choir members and leadership in a weekly choir practice (e.g., teaching choir members new music, etc.). 10. The musician must be able to arrange schedule to allow special rehearsals and services as authorized by the Senior Protestant Chaplain or his/her designee; this contract contains 52 Sunday Worship Service units and 52 rehearsals plus five holy day services and five practices. 11. Track, maintain, and submit Non-Personal Services Contract Invoice to the Senior Protestant Chaplain (or his/her designee) no later than 5 working days into the month following services performed. 12. Observe all safety and security requirements at the designated facility. 13. Select and order music for special worship services. E. TIME AND PLACE OF PERFORMANCE(S): 1. Time: Arrive thirty minutes prior to designated performance or rehearsal. 2. Place: Charleston AFB Chapel or other designated location as determined by Senior Protestant Chaplain. F. SUPPORT RESPONSIBILITIES: 1. Chapel Responsibilities: The chapel will provide an adequate organ, piano, or keyboard for the service/rehearsal, as well as necessary hymnals and sheet music. 2. Contractor: a. The contractor will provide any contractor-preferred supplies and equipment, including transportation. b. The contractor will observe all appropriate copyright laws and will not reproduce copyrighted material (including sheet music) without the explicit written authorization of publisher. The provision at FAR 52.212-1, "Instructions to Offerors -- Commercial Items" is applicable to this solicitation. The provision at FAR 52.212-2 " Evaluation -- Commercial Items" is applicable to the solicitation and the blanks in (a) are completed as follows: price, technical capability, and past performance, with technical capability and past performance when combined being greater in importance than price. Offerors shall include with their offers a completed copy of the provision at FAR 52.212-3 "Offeror Representations and Certifications -- Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items is applicable to this solicitation. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items is applicable and the following clauses are checked: 52.222-21, "Prohibition of Segregated Facilities"; 52.222-26, "Equal Opportunity"; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era"; 52.222-36, Affirmative Action for Workers with Disabilities"; 52.222-37, "Employment Reports on Disabled Veterans and Veterans of the Vietnam Era"; 52.232-33, "Payment by Electronic Funds Transfer -- Central Contractor Registration". FAR clauses 52.232-18, "Availability of Funds"; and 52.219-6, "Total Small Business Set-Aside" are applicable.
