Description
This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotations are being requested and a written solicitation will not be issued. Solicitation number F38610-00-T-0040 is a Request for Quotation. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-15. This procurement is 100% set-aside for small business concerns. The Standard Industrial Code (SIC) is 7299. The small business size standard is $5,000,000. The contract period is 1 Oct 00 -- 30 Sep 05 (5 years). The offeror shall provide as a response to this solicitation: (1) a resume detailing relevant training and experience; (2) a list of at least three recent references; (3) a completed price list (Attachment 1), and (4) a completed clause 52.212-3. Quotes may be submitted in hard copy or electronically, either through email, fax, or mail. Regardless of method of delivery, it is the offeror's responsibility to ensure receipt of the quote by the time and date stated on the solicitation. STATEMENT OF WORK: PROTESTANT RELIGIOUS EDUCATION COORDINATOR A. ENVIRONMENT 1. Charleston Air Force Base is a military community with a mixture of active duty and retired personnel and their dependents. The Charleston chapel program is a component of the Air Force Chaplain Service with the responsibility to provide Air Force members and their families the opportunity to exercise their constitutional right to freedom of religion. 2. The Charleston Chapel Section is composed of chaplains, chaplain service support personnel, appropriated and non-appropriated fund contractors and lay volunteers. The programming developed by this staff is implemented in a pluralistic environment that is subject to the standards established by the United States Air Force. 3. The Charleston AFB Protestant Community encompasses a major faith group of the chapel program. This is a multi-faceted program that requires a high degree of coordination and cooperation among its staff. B. CHARACTERISTICS OF THE PROTESTANT RELIGIOUS EDUCATION COORDINATOR: 1. This position supports the Protestant Religious Education (RE) component of the Parish Vision and Mission statements as identified by the Charleston AFB Protestant Parish Advisory Council and authorized by the Senior Protestant Chaplain. The Charleston AFB Protestant RE Program will conform to the instructions of the Air Force Chaplain Service as determined by the Senior Protestant Chaplain. 2. The RE Program will encompass the needs of the children from pre-school through Adult. The coordinator is responsible for overall development, programming and implementation as well as the recruitment and training of the staff. C. REQUIREMENTS FOR A PROTESTANT RELIGIOUS EDUCATION COORDINATOR: 1. QUALIFICATIONS: a. Need: This person must demonstrate a familiarity with the Protestant Faith as articulated by the Air Force Chaplain Service and as interpreted by the Senior Protestant Chaplain. Applicants will be evaluated on the basis of a submitted resume and two references, as well as the results of an interview to be conducted by the Senior Protestant Chaplain and/or his/her designees. b. Education and Experience: At least sixty semester hours toward a degree in religious education or a related field is preferred. 3 years experience as an RE coordinator may be substituted for educational requirement. c. Character: An ability to work unsupervised with staff, parents and children. Possess an ability to maintain healthy, functional inter-personal relationships with co-workers and customers. Maintains professional standards of conduct and public decorum, including but not limited to dress and grooming. Subject to a personal background investigation. 2. Skills: a. Interpersonal: Must possess the ability to constructively work with chapel and parish staff, customers and other religious education coordinators. b. Professional: Must be able to efficiently organize and manage diverse program elements. c. Communication: Must be able to communicate the needs and goals of the Chapel Religious Education Program to chapel staff, volunteers and customers. D. TASKS TO BE PERFORMED. 1. Plans, coordinates and implements all aspects of the Protestant Religious Education Program in collaboration with the Religious Education Chaplain and the Senior Protestant Chaplain. 2. Develops and tracks the annual Protestant RE budget. The proposed budget must be developed and submitted to the RE Chaplain by 1 March. Consolidates the common requirements for text and material in the Charleston Protestant Community, prepares and submits the combined purchase request for the Director, Protestant Program or his/her designee. Curriculum orders must be submitted no later than 1 February. Curriculum must meet standards established by the United States Air Force Chaplain Service and must be approved by the RE Chaplain, the Senior Protestant Chaplain and the Wing Chaplain. 3. Develops a proposed 12-month Calendar of Events and scheduled classes to be submitted to the RE Chaplain by 15 April for the next fiscal year. In as much as possible, the calendar will reflect seasons of the church year (Advent, Lent, etc.). 4. Maintains the required AF Form 1270 database and submits report to the RE Chaplain at the time designated by the RE Chaplain. Maintains a statistical database denoting number of programs and attendance. 5. Conducts ongoing registration and maintains a database roster for students, teachers, and staff. 6. Recruits and adequately trains volunteer staff for the Religious Education program. Insures that all adult volunteers who are working with children 18 years or younger undergo a background check. Responsible for one teacher orientation prior to the school year and two additional training workshops for the RE Program staff during the school year. 7. Supports the logistical needs of the teaching staff in a timely manner. Maintains adequate supplies of consumable materials. Inventories resources and equipment and identifies any shortfalls to the RE Chaplain in a timely manner. 8. In coordination with the Senior Protestant Chaplain, the coordinator is responsible for proper scheduling and securing of facilities; arranging transportation for programs; submitting fund request in accordance with local policy. 9. Maintains a continuity file for the entire RE Program and all after-action reports. 10. Provides publicity copy to the RE Chaplain in accordance with local policy. 11. Provides a schedule of hours of availability to the RE Chaplain. 12. Maintains the Chapel Resource Library. Provides the Senior Chaplain with an updated listing monthly. This task will be rotated with the Catholic Religious Education Coordinator on a monthly basis. 13. Attends weekly Chapel Staff meetings and other meetings as directed by the Senior Protestant Chaplain. Submits to the Religious Education Chaplain a program status report for the Protestant Advisory Council no later than 5 working days prior to the Council meeting. 14. Provides supplies, coordination, and recruits volunteers for the 1100 Protestant Worship Service Children_s Church. E. TASK NOT TO BE PERFORMED. 1. Receptionist duties. F. DATE, TIME AND PLACE OF WORK: 1. Date and time: Maintain office hours at the Charleston AFB Chapel for a minimum of four hours per day, three days per week, as scheduled with the RE Chaplain and Senior Protestant Chaplain. Is responsible and will be available for all facets of the Sunday morning Religious Education Program. Will be available for both teachers and students. Will insure that facilities are open and equipped for Sunday Religious Education. This means the contractor will arrive at least twenty minutes prior to all time sensitive events, including but not limited to Religious Education on Sunday morning. 2. Place: Task dependent; contractor must be available to coordinate with chapel staff, volunteers and civilian and military community agencies and organizations. The Protestant RE Sunday school Program is currently located at Building 245. G. SUPPORT RESPONSIBILITIES: 1. Chapel Responsibilities: a. The Chapel will provide adequate work and storage space, office supplies and copier needs. Contingent on availability of funds and approval of the Senior Protestant Chaplain, the chapel will provide for attendance at professional Religious Education training workshops and conferences. 2. Contractor: a. The contractor will provide any contractor preferred supplies and equipment to include transportation to and from work. b. The contractor will observe all appropriate copyright laws and will not reproduce copyrighted material without the explicit written authorization of the publisher. c. The contractor will ensure that all volunteers have received appropriate background checks pursuant to USAF instructions. The provision at FAR 52.212-1, "Instructions to Offerors -- Commercial Items" is applicable to this solicitation. The provision at FAR 52.212-2 " Evaluation -- Commercial Items" is applicable to the solicitation and the blanks in (a) are completed as follows: price, technical capability, and past performance, with technical capability and past performance when combined being greater in importance than price. Offerors shall include with their offers a completed copy of the provision at FAR 52.212-3 "Offeror Representations and Certifications -- Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items is applicable to this solicitation.
