- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, No. F02604-00-T0861 is issued as a request for quotation (RFQ). This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This acquisition is reserved for qualifying small business; SIC: 7532 ; Size Std.: $5.0 million. Statement of Requirements: the 56th Equipment Maintenance Squadron, Luke AFB, Arizona has a requirement for corrosion control/painting of assorted aircraft generation equipment (AGE) specified in the developed equipment list.. It is our desire to establish a blanket purchase agreement (BPA) with the successful offeror on a will-call basis IAW the developed statement of work. Period of performance: 2-5 years. Prospective offeror_s place of business must be located within a 25 mile radius of Luke AFB, Glendale, Arizona. Period of acceptance of offers: the offeror agree to hold the prices in its offer firm for 90 calendar days from the date specified for the receipt of offers. The provisions at FAR 52.212-1, Instructions to Offerors -- Commercial Items applies to this solicitation. Basis of Award: Award will be made to the lowest evaluated offer best demonstrating an ability which meets the requirements of the solicitation. The Government reserves the right to make an award based on initial offers received without discussions of such offers. Offerors shall include with the submission of their offer a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition. The clause at FAR 52.232-18, Availability of Funds applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition with addenda incorporating FAR clause(s) 52.219-8, Utilization of Small Business Concerns; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam ERA Veterans; 52.222-36, Affirmative Action for Handicapped Workers;52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.232-19; 52.232-33, Payment by Electronic Funds Transfer _ Central Contractor Registration. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive orders Applicable to Defense Acquisitions of Commercial items applies to this solicitation with addenda incorporating DFARS clause(s) 252.225-7001, Buy American Act and Balance of Payment Program. To be considered for award, offerors must also comply with DFARS 252.204-7004, Required Central Contractor Registration and DFARS 252.232-7009, Payment by Electronic Funds Transfer.
