Description
This is a Sources Sought Announcement only, there is no solicitation is available at this time. The 11th Contracting Squadron, Bolling AFB Washington DC is seeking sources capable of performing operation and management of the following services: Education and Training, Military Personnel Record Management , Administration of the Military Personnel Awards and Decorations Program, and the Management and Administration of the Military Personnel Systems Management (PSM) Office. The Government is seeking sources that can provide all of the requested services, and any information concerning commercial statements of work/specifications currently in use by industry to perform similar or related functions. The Government is currently performing these services. If after market research, Government performance is determined to be more advantageous, a solicitation will not be issued. The successful contractor shall provide all personnel and services necessary to perform the requested services in support of the mission requirement of all organizations and offices on Bolling Air Force Base and those logistically supported by Bolling AFB. EDUCATIONAL SUPPORT will include both Professional Military Education and voluntary education courses. Services include, but are not limited to, customer service, program management, professional counseling, and academic testing. Services will also include publicity, resource management support, support for annual/semi-annual program reporting and the administration of the AF Tuition Assistance program. Also included is administration of AF Commissioning Programs and maintenance of automated AF Education Records. TRAINING SERVICES will include customer service, instructional services, program administration and management, and testing in support of all existing established programs. Services will include assisting with training program development and modifications, administration of unique military training programs such as Career Development Course (CDC) material and providing staff assistance to military organizations. MILITARY PERSONNEL RECORDS MANAGEMENT SERVICES will provide customer service, record maintenance, and accountability. Services include filing, record audits, and day-to-day accountability of 4,000 records. ADMINISTRATION OF THE MILITARY PERSONNEL AWARDS AND DECORATIONS PROGRAM: Services to include customer service, administration of the AF Decoration program, and overall program management. This may include statistical reporting, initiating tracer actions and publicizing new awards. MANAGEMENT AND ADMINISTRATION OF THE MILITARY PERSONNEL SYSTEMS MANAGEMENT (PSM) OFFICE: Services will include customer service, maintenance of AF personnel computer systems and databases (PC-III). Also included will be data analysis, computer product distribution, training, and management of user access. The Government does not intend to award a contract on the basis of this notification or otherwise pay for any information or inquiry. This synopsis is for planning purposes only and does not constitute a solicitation for bids/proposals. Firms submitting responses should indicate whether they are large, small, small disadvantaged, 8(a), woman-owned, Hub-zone, or HBCU/MI. If a sufficient number of small businesses, woman-owned, Hub-zoned, HBCU/MI or 8(a) certified businesses respond to this announcement the acquisition may be 100% set-aside. SIC Code 8744, size standard ($5.0M) is applicable. Offerors capable of providing all of the described services are invited to submit a Statement of Capabilities by 3:00 p.m. Eastern Time on 29 September 2000 to the following address, 11th Contracting Squadron/LGCB, 110 Luke Avenue, Building 5681, Bolling AFB, DC 20332-0305. Submissions should be limited to 15 pages and should be pertinent and specific in the technical areas under consideration on each of the following qualifications: (1) Experience: Interested business firms capable of performing the required services are requested to submit literature, brochures, and capability summaries identifying, at a minimum, business size, financial capability and past and/or current performance on similar contracts within the last five years together with contract numbers and applicable government technical points of contact with current telephone numbers; (2) Personnel: Name, professional qualifications and specific experience of relevant personnel who would be performing the services listed above. Although contractor location in the immediate vicinity of Bolling AFB is not a requirement, the Capabilities Statement shall describe the offeror's current facilities and their ability to provide timely contract support. Statements of Capability must address how the contractor (and team members or subcontractors) will perform all of the functions listed above. If subcontracting is contemplated, the Capabilities Statement shall contain sufficient information concerning the planned subcontracting arrangement to assure the Government that the limitations of FAR 52.219-14 can be met. In accordance with FAR 19.508(e) and FAR 52.219-14, firms must perform a minimum of 50% of the described services as the prime. They should be pertinent and specific as to the technical areas the firm can perform as the prime, and in addition, describe the subcontract management plan for the remaining 50% to include the identification and experience of known team members/subcontractors and their technical areas of expertise The Government will not pay for any information submitted in response to this announcement.
