- Description
- The Office of the Assistant Secretary for Planning and Evaluation (ASPE) seeks qualified offerors to assist the Department in conducting a Congressionally mandated evaluation of the State Children's Health Insurance Program (SCHIP). The goal of this study is to address a series of policy and research questions related to the impact of SCHIP and the inter-relationship among SCHIP, Medicaid and employer-sponsored insurance for low-income children. Through the Balanced Budget Refinement Act of 1999, Congress directed the Department of Health and Human Services to conduct an independent evaluation of SCHIP and Medicaid. As outlined by Congress, this evaluation will include an assessment of ten States with approved SCHIP plans to examine trends in public insurance coverage and barriers to insurance coverage for low-income families. The evaluation will identify the factors contributing to enrollment of the target population, access and utilization of services, and enrollee satisfaction. Reports from this evaluation, including a Congressionally mandated report due in December, 2001, as well as a report including survey results due in 2003, will provide Congress and the Department with information needed to determine future policies for health insurance coverage for children. In addition, the evaluation will provide information that can be used to guide and strengthen States' policy decisions, infrastructure development, and program design and monitoring. This procurement is a full and open competition. The period of performance will be approximately 36 months. A cost plus fixed fee type contract is anticipated. The date of issue for this RFP will be approximately 15 calendar days after this notice is published. Proposals will be due 30 days after issuance date of the RFP. It is anticipated that the solicitation document will be available on the ASPE website at www.aspe.hhs.gov/funding and on the DHHS website at www.os.dhhs.gov/progorg/oam/contrct within 5 business days of issuance of the paper copies.
