Description
The U.S. Mission to Colombia (USAID/Colombia) anticipates awarding a 5-year contract in support of Colombia's National Plan for Alternative Development (PLANTE). This Government of Colombia (GOC) program is designed to mount a vigorous response to the problem of drug production in Colombia promoting growth and stability of a legal economy based on a regional approach to sustainable production and marketing of agricultural, forestry and fishery products compatible with sound environmental management. The Contractor will work in conjunction with PLANTE and USAID/Colombia to provide AD grants/sub-contracts to municipal governments, regional and local producer organizations, NGOs and the private sector for program implementation. Program grants/sub-contracts and activities will include provisions for technical assistance, credit, institutional strengthening, labor payments for productive activities, and productive and social infrastructure. Through its four technical components (Institutional Strengthening, Rural Social Infrastructure, Licit Productive Activities, and Natural Resource/Environmental Management), targeted communities will participate in activities that include: agriculture-based programs designed to meet immediate subsistence needs and provide increased medium-term income and employment opportunities; productive rural infrastructure such as road rehabilitation and bridge construction; local government strengthening and public participation to rebuild local governance mechanisms and provide basic social infrastructure to address health, education, and water consumption needs; and programs to increase community awareness of the harmful social and environmental effects of coca cultivation and drug consumption. Assistance will also be provided to protect natural resources and to strengthen PLANTE and producer organizations. The Contractor will be responsible for implementing these activities in coordination with PLANTE and USAID/Colombia. The proposed USAID/PLANTE $87.5 million, five-year Expanded AD Program will be carried out independently from, but parallel with, interdiction and law enforcement efforts designed to disrupt narcotrafficking, eradicate coca in selected areas, and destabilize the market for coca leaf and processed products. Program success will be measured by net reduction in coca cultivation and by a series of sustainable development indicators including: number of farm families no longer receiving income from illicit crops; community and farmer organizations strengthened and participating in PLANTE projects under signed agreements to voluntarily eliminate illicit crops; number of regional AD plans reviewed and adjusted annually with community and local authorities; number of rural infrastructure projects implemented; number of hectares of licit crops established; and number of hectares of national parks/natural reserves with illicit crop production placed under coca-free management plans.
