Description
The U.S. Department of Energy (DOE) plans to issue a request for proposals (RFP) in October 2000 to address its requirement for a contractor or contractors to design, build and operate new facilities to convert its inventory of depleted uranium hexafluoride DUF6 to a more stable form. The Department maintains approximately 700,000 metric tons of DUF6 in some 57,000 cylinders stored at its Paducah, Kentucky; Portsmouth, Ohio; and Oak Ridge, Tennessee sites. This DUF6 conversion project RFP will entail design, construction, and operation of DUF6 conversion plants to be located at the Portsmouth and Paducah sites; the maintenance of the cylinder inventory (beginning one year prior to conversion plant operation); transportation and disposition of the conversion end product; and disposition of empty DUF6 storage cylinders. A significant change from the last draft RFP issued by the Department for this project is that the DUF6 conversion project will be structured around a cost-type contract financed by government appropriations as opposed to a privately financed, fixed price contract. This project is subject to Congressional authorization and appropriations. The Department believes that this approach will provide the government with greater flexibility over the life of the project and enable a wider array of organizations to bid on this important work. The Department is open to all technical approaches and final product forms. Technologies will be evaluated for their effectiveness and technical maturity. Product forms will be evaluated for their qualities associated with storage, use, and disposal. The Department has not preselected a site for the disposal of conversion product not used for other purposes, but will evaluate the cost of non-federal sites against known federal sites. An environmental impact statement will be required to analyze any proposed approach for conversion and disposal. The project scope will be performance-based and will cover design and construction of the conversion facilities; surveillance and maintenance of the UF6 cylinder inventory; and five years of operation. The prime contractor will be expected to award competitive subcontracts to the extent practicable. A cost proposal for the entire contract will required to be submitted with the proposal. Selection will be made based on technical and cost factors. All proposals must be submitted within 60 days after issuance of the RFP. Interested parties may consult the RFP website at www.oro.doe.gov/duf6disposition/ which provides information and updates related to this procurement, including DOE reference information and documents. This website will be updated periodically prior to and after release of the RFP. The Department will issue the RFP through this website and will not maintain a bidder's mailing list for this procurement. Offerors are cautioned to rely solely on the actual RFP when it is issued.
