Description

It is the intent of the National Library of Medicine (NLM) to procure specialized creative and video production services on a sole source basis with Vilsack Productions, 3734 Dittmar Road, Arlington, VA 22207, under the authority 41 U.S.C. 253 (c)(1) and FAR 6.302-1 (b)(1) in an effort to raise public awareness about the services and programs of the NLM. The Outreach Initiative charged to the NLM by the Board of Regents is to raise public awareness about the services and programs of the NLM. Vilsack Productions is in a unique position to assist NLM in its goals to create, develop, and produce an 11-minute highlights' video for viewing by the public in the NLM Visitor's Center. The vendor will work closely with NLM in the creative development of the video and its key messages. The vendor will develop a creative brief with the input of the NLM OCPL staff. Upon approval of the brief, a script will be developed, including several different treatments, expressing different approaches -- complete enough for the concept and approach to be clearly understood. The vendor will provide all prep and shooting, and direction. After review by NLM and revisions by the vendor, Vilsack Productions will produce the video in high definition (HDTV) -- the most forward technologically. After meeting with numerous production firms and other potential contractors, NLM has determined that Vilsack Productions is the only vendor that could meet NLM's needs. Vilsack Productions is uniquely qualified to assist NLM in its video production needs based on their current NIH experience with the National Institute on Aging, the National Eye Institute, and the NLM itself. They have an understanding of the NIH and NLM structure, health and science content, science and biomedical research involved and the audiences that the NLM needs to reach. Another vendor would require a considerable amount of time to reach a similar level of understanding which would limit our ability to produce this deliverable, a video for the public NLM's Visitor's Center highlighting the products and services of the in a timely fashion. This is not a Request for Quotations (RFQ), nor is an RFQ available; however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide all services as specified and listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
