Description

It is the intent of the National Library of Medicine (NLM) to procure specialized mass media public service announcement preparation, packaging and distribution services on a sole source basis with Goodwill Communications, 9826 Summerday Drive, Burke, VA 22015. Goodwill Communications is in a unique position to assist the NLM in its goal to sensitize diverse public sectors about the activities and programs of the NLM, specifically MEDLINEplus, by preparing, packaging and distributing NLM's public service announcement to selected broadcast, cable, newspaper, magazine, and radio outlets, and evaluating the usage of the PSA within each media market. For magazine and newspaper distribution, deliverables will include: printing 8,000 2/c letters on client stationery for newspaper ad directors; printing 8,000 2/c carrier envelopes for both magazines and newspapers; printing 3,000 special order forms for magazines; printing 3 pages of magazine repros (130 line) and 3 pages of newspaper repros (80 line); preparing mailing list/labels for 5,000 dailies and weeklies which have used PSAs previously; providing hard copy list ; preparing custom mailing list of 3,000 magazines; preparing duplication order form for printer and mailing house; collating materials for 8,000 pieces, applying 4-up Cheshire labels, inserting into envelopes, and mailing (including chipboard) with postage @.32; preparing six monthly evaluation reports for magazines and newspapers. Evaluation component based on NLM's clipping service. For radio distribution, deliverables will include: the production and distribution of CDs using a two-color script booklet, a CD with 2/c silk screened label and other collateral items as described here -- replication of 5,500 CD packages including: 2/c envelope, 1/c evaluation BRC, radio CDs with 2/c platter label including set up (transfer from DAT to CD master), replication of 5,500 2/c script booklet with letter/scripts, non-profit postage; develop distribution list of 5,500 stations that are heavy PSA users and reach NLM's preferred primary target audiences; print labels; produce hard copy list for NLM files broken out by local office; analyze usage from bounce-back cards, keypunch data from BRCs, prepare 12 monthly usage reports broken out by local office. For broadcast distribution, deliverables will include: replication of collateral packaging elements: 1,100 1/c evaluation BRCs, 1,100 4/c crack and peel box mailing label; 8,000 4/c storyboards with letter to PSD incorporated into design; replication of 1,1000 3/4 and BETA station dubs; collating and inserting packaging materials; applying 2 sets of mailing labels (including bulk-rate postage); replicating mixed format network dubs including two D2 digital dubs for ABC network; providing closed caption 2 spots; replicating mixed format dubs for internal use (20 VHS and 5 each of BETA SP ); Ground UPS delivery of network dubs; the production of hard copy of distribution lists; the preparation of two sets of mailing labels for all regular commercial TV PSA users; the preparation of detailed dub order form for dub house and coordination of replication/packaging/mailing; fulfillment of special network requirements and coordination of satellite feed on PSA Channel and NAB closed circuit system; arrange for SIGMA encoding, import raw data into PUBSANS system and preparation of actual usage reports for 26 weeks; prepare six monthly usage reports based on business reply cards and SIGMA detections; prepare management summary of key trends; return 1st class postage for 198 BRCs @.41 each; and shipping charges; includes NLM PSA in Fall/Winter'00 CABLEPAK release to be distributed to 500 systems; includes dub replication, packaging, distribution and evaluation. NLM has determined that Goodwill Productions is uniquely qualified to assist NLM in its multi-Media public service announcement distribution needs based on their current NIH experience with the National Institute on Aging and the National Eye Institute, among others. They have an understanding of the NIH structure, health and science content, science and biomedical research involved and the audiences that the NLM needs to reach. They were responsible for the creative work involved in the development of their public service announcements and NLM's public service announcements and are familiar with communication messages and audiences unique to the NLM and MEDLINEplus. Another vendor would require a considerable amount of time to reach a similar level of understanding which would limit our ability to produce this deliverable, a multi-media consumer awareness campaign based on radio, print, and broadcast public service announcements, in a timely fashion. This period of performance is a critical element and distribution goals must be met by October 15, 2000. This is not a Request for Quotations (RFQ), nor is an RFQ available; however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide all services as specified and listed above. Responses should sufficiently demonstrate the firms ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
