The original title and project number as reads "Repair Sprinkler Risers Bldgs. 2, 3, 104 and 106 and Provide Back Flow Preventers, ULDF 99-0053" is hereby changed to read "Install Back Flow Preventers, ULDF 00-8015". The solicitation "F30602-00-B5002" was officially released on 29 Aug 2000 with a bid opening date and time of 29 Sep 00 at 2:30 pm. Due to an emergency, the BID OPENING DATE AND TIME ARE HEREBY CHANGED to read 21 Sep 2000 at 2:30 pm. An Ombudsman has been appointed to hear significant concerns from bidders or potential bidders during the bid development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Specialist, Alan Jones, FAX: 315/330-2555 or email jonesa@rl.af.mil. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Lt. Col. Ralph Lentz, Chief, Contracting Division at phone 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of bids or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. The Government reserves the right to cancel this solicitation either before or after the closing date. See CBD Numbered Note 26.
