Description
This is a synposis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. RFQ00C-37 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. The Library of Congress has a requirement to purchase two Computer Controlled Chambers for stability testing of CD's and DVD's. The specifications provided are mandatory and must meet or exceed each of the following requirements: Chambers must provide fully programmable control of environment for aging of CD's and DVD's. Programmable control of temperature and humidity with repeated steps for ramping up or down at desired intervals with memory for storing a variety of procedures. Temperature range: 10 degrees to 93 degrees Celsius (C). Temperature constancy: within +/- 0.3 degrees C. Temperature uniformity: within +/- 0.3 degrees C. Relative humidity range: 10% to 98%. Relative humidity constancy: within +/- 0.5%. Relative humidity uniformity: within +/-0.5%. Safety shut-off feature when temperature exceeds preset limit. Alarm for violation of set-points for temperature and humidity. Interior chamber dimensions: At least 20 cu ft with a height of at least 36 inches and a width and depth of at least 24 inches each. Exterior dimension must allow for the consideration that the chamber would need to be transported by rolling on its casters through door openings that are 79" tall and 59" wide. Interior shell must be made of type 316 stainless steel or better, which has a thickness of at least 16 gauge. At least one stainless steel shelf (304 grade or better) must be included. At least one access port (3 to 6 inches wide) must be included. Air flow inside chamber must be horizontal so that it will not be obstructed when flat objects such as CD's are aged while lying flat. Vertical positioning of such objects is not possible as distortions may develop at higher aging temperatures. Must include locking casters for easy mobility. Electrical requirements: 208 volts, single phase, 60 Hz. Any transformers required to achieve this compatibility must be included. Refrigeration unit must be at least 1.5 HP and must use a refrigerant that is environmentally safe and EPA-acceptable. The following optional features are considered desirable, but not essential for the required performance of the chambers: An inner glass door for convenient viewing of contents without violating the environment within the chamber. This door must be made of glass that is resistant to moisture under the most aggressive conditions of operation. Additional shelves made of 316 grade stainless steel. Additional port that is 3 to 6 inches in diameter. An inner light that is moisture proof. Chart recorder for continuous monitoring of temperature and humidity conditions. Temperature and humidity output through RS-232 interface and MS Windows compatible software for collecting and plotting the data output. Control and programming of oven conditions through an MS Windows compatible personal computer interface. Water chamber for maintaining independent humidity control without a running water supply. Water purification unit. Built-in self diagnostics. Other features that the vendor may recommend. Documentation: Complete documentation including operation and service manuals with drawings for electrical wiring, refrigeration, instrumentation and cabinet assembly must be supplied at the time of delivery. The following provisions apply to this acquisition; 52.212-1 Instructions to Offerors -- Commercial and 52.212-4 Contract Terms and Conditions-Commercial Items (under this clause the following clauses have been modified by the Library of Congress; 52.233-1 Disputes; 52.232-25 Prompt Payments. These clauses shall be available upon written request. Offerors shall include a complete copy of the provisions at 52.212-3 Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items applies to this acquisiton (under this clause the following clauses have been modified by the Library of Congress; 52.223-3 Convict Labor and 52.215-2 Audit and Records-Negotiation. The following FAR clauses are applicable under 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Handicapped Workers; 52.225-3 Buy American Act-Supplies.
