Description

This is a combined synopsis/Solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are solicited with this notice. A written quotation will not be issued. The quotation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 97-19. The Television-Audio Support Activity intends to acquire five year (base year plus four option years) Firm Fixed Price (FFP) Services Contract for Armed Forces Radio and Television Service (AFRTS) for the Repair/Return and Technical Support for PowerVu Network System around world as well as rapid deployable regional support for AFRTS Uplink and Turnaround Location. Base year, CLIN 0001, Sub-CLIN 0001AA: twelve (12) mo, aggregate repair/return of 330 units of PowerVu decorders; 0001AB: 0001AB: Twelve (12) mo, aggregate repair/return of boards other than PowerVu decoders (such as encoders, multiplex boards, modulators); 0001AC: Twelve (12) mo, aggregate total of 36 hours of technical telephone support. Services period October 01, 2000 to September 30, 2001. CLIN 0002, Option period year one (1), Sub-CLIN 0002AA: Twelve (12) mo, aggregate repair/return of 363 units of PowerVu decorders; 0002AB: Twelve (12) mo, aggregate repair/return of 24 boards other than PowerVu decoders (such as encoders, multiplex boards, modulators); 0002AC Twelve (12) mo, aggregate total of 36 hours of technical telephone support per year. Services period October 01, 2001 to September 30, 2002. CLIN 0003, Option period year 2, Sub-CLIN 0003AA: Twelve (12) mo, aggregate repair/return of 399 units of PowerVu decorders; 0003AB: Twelve mo, aggregate repair/return of 24 boards other than PowerVu decoders (such as encoders, multiplex boards, modulators); 0003AC: Twelve (12) mo, aggregate total of 36 hours of technical telephone support. Services period October 01, 2002 to September 30, 2003. CLIN 0004, Option year period 3, Sub-CLIN 0004AA: Twelve (12) mo, aggregate repair/return of 439 units of PowerVu decorders; 0004AB: Twelve (12) mo, aggregate repair/return of 24 boards other than PowerVu decoders (such as encoders, multiplex boards, modulators); 0004AC: Twelve (12) mo, aggregate total of 36 hours of technical telephone support. Services period October 01, 2003 to September 30, 2004. CLIN 0005, Option year period 4, Sub-CLIN 0005AA: Twelve (12) mo, aggregate repair/return of 483 units of PowerVu decorders; 0005AB: Twelve (12) mo, aggregate repair/return of 24 boards other than PowerVu decoders (such as encoders, multiplex boards, modulators); 0005AC: Twelve (12) mo, aggregate total of 36 hours of technical telephone support. Services period October 01, 2004 to September 30, 2005. Destination point is American Forces Information Service, Alexandria, VA. The service classifications and associated wage rates that apply to this acquisition are Electronics technician Maintenance III at a rate of $20.54 per hour. The Government anticipates negotiating and entering into a contract on a sole source basis with Scientific Atlanta, Inc., 4356 Communications drive, Norcross, GA. 30093. Under the authority of FAR Clause 6.302-1, the only one responsible source and no other supplies or services will satisfy agency requirement. However, all responsible sources may submit a quote, which shall be considered by the agency. Responses to this notice must be provided in writing. The evaluation criteria for this solicitation will consist of technical capability of the offeror to meet the agency requirement, past performance and price. Technical capability and past performance when combined are more important than price. To be eligible to receive an award resulting from this quotation, contractor must be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS.
