Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number F41636-00-T-C103 is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-15. This is a 100% small business set-aside. The SIC code is 3861. The size standard is 500 employees. The contractor shall provide the following BRAND NAME ONLY item: Item (0001), 1 each, Whirlwind "Big Dog", 32 x 8 Dual ISO Custom Snake System: The main unit consists of a custom punched and engraved rack panel with backbox containing 32 mic inputs and 8 XLR returns. A lift switch for each input ground lifts both isolated outputs. In addition, the mic input connections are duplicated with 5 x Whirlwind W1 multipin subsnake inputs. The 5 x subsnakes consist of MINI-8 low profile boxes with W1 disconnects and are connected to the main panel with W1-W1 multipin cables. 8 x XLR female connectors provide 8 balanced return lines on the main panel. The output section consists of 1 direct and 2 tranformer isolated outputs via W4 MASS connectors mounted on Whirlwind MASS hinge angle adapters. The hinged adapters allow the multipins to swing down at a 60-degree angle when in use but fold up and lock during storage and transport. Cables include 1 x 200' MASS to MASS multipair, 1 x 100' MASS to MASS multipair, and 1 x 25' MASS to MASS multipair. Additionally, 4 x 25' W1-W1 multipair cables and 2 x 50' W1-W1 multipair cables connect 5 x MINI-8 low profile boxes to the subsnake input multipins on the main unit. 3 x Fanouts connect the main boxes' Direct or ISO outs and MASS-MASS multipair cables to Band of the West's mixing consoles. All 3 x Fanouts consist of 4' of individual pairs ending in 32 x XLR male and 8 x XLR female connectors, covered by Whirlwind "snake skin" fabric, and 10' of jacketed/strain reliefed multipair cable terminating in a Whirlwind W4 MASS multipin. Both of the main boxes' ISO outputs are transformer isolated. Transformer isolation is accomplished using 32 of the Band of the West's Reicherbacker RE-MBD dual secondary microphone isolation transformers. These will be sent to the manufacturer by the Government, and are installed inside the main box. Delivery shall be 4 weeks ARO and FOB Destination to Lackland AFB, TX. The provision at FAR 52.212-1, "Instructions to Offerors -- Commercial Items", is applicable to this acquisition. The provision FAR 52.212-2 "Evaluation -- Commercial Items" is applicable to this solicitation and the blanks in section (a) are completed as follows: Price considerations. Quoters shall include with their quotes, a completed copy of 52.212-3, "offeror Representations and Certification -- Commercial Items". FAR 52.212-4, "Contract Terms and Conditions -- Commercial Items, 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, 52.232-33, "Payment by Electronic Funds Transfer -- Central Contractor Registration", and DFARS 252.204-7004, "Required Central Contractor Registration", are applicable to this acquisition.
