Description

The Department of Veterans Affairs, VA Roseburg Healthcare System, Roseburg, Oregon, intends to negotiate with ERBE USA Inc., 2225 Northwest Parkway, Suite 105, Marietta, GA 30067, for the purchase of one-(1) each, Model APC 300 Argon Plasma Coagulator, to include one-(1) each, ICC 350 w/EndoCut and Argon Capable Electrosurgical Generator and associated peripherals, to include training and one year warranty. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation Number 653-20-00 has been assigned to this procurement. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19, SIC 3842. Vendor shall provide all labor, material, tools and equipment necessary to furnish and install the required system. Equipment shall be shipped FOB Destination. This will be a firm fixed price contract and must include all costs associated with the delivery, training and installation of the equipment. Vendor shall provide a full one-year warranty on all parts and labor from final date of final acceptance by the Government. Payments will be made in arrears. The following incorporated provisions and clauses are those in effect through FAC 97-19 and are applicable to this acquisition. 52.212-1, Instructions to Offerors Commercial Items: Addendum to FAR 52.212-1, Paragraph (b) (5): Offerors shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public; 52.214-4, Contract Terms and Conditions-Commercial Items 52.212-5, Contract Terms and conditions Required to Implement Statutes or Executive Orders Commercial Items: 52.222-3, Convict Labor; 52.233-3, Protest After Award; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Handicapped Workers; 52.225-3, Buy American Act Supplies; 52.225-18 European Union Sanction for End Products; Veterans-owned Small Business; 852.270-4, Commercial Advertising; Offerors must include complete copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The proposed contract action is for the purchase and installation of this equipment, which the Government intends to solicit and negotiate with the only one source under authority of FAR 6.302. All FAR provisions and clauses may be reviewed and/or obtained from the General Services Administration's Federal Acquisition Regulation website at Internet address http://www.gov/far. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract, based upon the response to this notice, is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses must be submitted no later than 4:00 p.m. on 09/26/00 to the Contracting Officer indicted above.
