- Description
- This is a combined Synopsis/Request for Quotation (RFQ) for commercial items prepared in accordance with the format specified in FAR Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is being conducted in accordance with FAR part 13, Simplified Acquisition Procedures. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. BACKGROUND: Badges to be used for Investigations Law Enforcement Positions. Delivery address for all CLINS: Immigration and Naturalization Service, Attention: Tracy Brown, 425 I Street NW. Room 1000, Washington DC 20536. The vendor shall produce sample badges and full production badges utilizing the dies and production tools supplied by the government. The badges shall be produced such that the overall design, size alignment and spacing of lettering and numbers, and other details of appearance and construction shall be uniform, sharp, and well defined. Requirement: CLIN 00001: SPECIAL AGENT BADGES SEE BELOW FOR NUMBERING SEQUENCE, Also, the following wording is to be stamped on the back of each badge: THIS BADGE CONVEYS NO AUTHORITY UNLESS ACCOMPANIED BY PROPER CREDENTIALS. Material: The base metal of the struck badge shall be 101 gage 425 Olin brass or equal. STAMPING: All pieces struck shall be given two (2) blows with a thousand (1,000) ton press. Those pieces shall then be trimmed, pierced, dapped to a radius of 8 degrees along the vertical axis. A serial number shall be stamped in the center of the rear body of the badge. The numbers shall begin in sequential order as follows: Title Beginning Sequence Ending Numbers Special Agent SA-0001 2500 Note: the following wording is to be stamped on the back of each badge: THIS BADGE CONVEYS NO AUTHORITY UNLESS ACCOMPANIED BY PROPER CREDENTIALS. HARDWARE The badge shall have a flat credential case clip hard soldered to the back of the badge. The clip shall be spring metal stock.045 gauge, tempered brass, with its formed size being approximately 1-1/2" long and " wide. The clip shall be designed so that the open end will be held closed under spring tension have a slight curl back on itself to provide for the ease of attachment to a credential case holder or trouser belt. The tension shall be such that it will not slide out of the credential case backer or off the belt to which it may be attached. BLANK PREP Each piece of the badge shall be sandblasted, front and back, with 170/100 (grit) sieve. FILLER Stoned epoxy shall be used as the filler for the badges. The initials U and S, the upper and lower title ribbons, and the badge numbers shall be filled with royal blue liquid resin and be allowed to dry a minimum of twenty-four (24) hours. The items will then be stoned down and polished to a smooth finish assuring the height of the epoxy is equal to that of the lettering, numbers, and borders. The Dept. of Justice insignia (emblem), in the center of the badge, shall have black antique applied. The black antique must stay within the insignia borders. No black antique can touch the rope-like outer border of the insignia. POLISHING All edges are to be cut down, all highlights cut down, and the badges completely glossed then ultrasonically degreased. PLATING All pieces plated will have a copper flash, then cold nickel for three to five minutes. After nickel is applied, the pieces shall be gold electroplated with a 24-carat gold color to a minimum of 25 mls thickness. The badge will be hot lacquered for added protection. FINISH The completed badge shall have no grinding marks visible on the face or the edges of the finished badge. All lettering and border details shall be of highly polished finish; the back of the badge and the front base of the badge shall have a satin finish. PACKAGING Each completed badge shall be wrapped in white tissue paper for protection, then placed in a minimum 5mil zip-lock polybag (3"x5"). The badge number shall be placed on a white self-sticking label and placed on the front of the bag. Care instructions for the badge shall also be placed inside the bag prior to shipment. The badges shall then be packaged in quantities of twenty-five (25) per box utilizing a Mason P-85 box, or like size and construction, with the badge numbers (from and to) listed on the box top. WARRANTY The vendor shall provide a 1-year warranty on all badges provided. This warranty shall include refinishing of the total shipment of badges if badges tested are not produced to specification as indicated within this Scope of Work statement. It shall also cover defects in the workmanship pertaining to the failure of the spring clip, stone epoxy filler, and overall finish. DESTRUCTION Any faulty, damaged or otherwise unacceptable badges or badge parts shall be destroyed and disposed of in such a manner as to render them unrecognizable as a part of an official badge. RECORDS The contractor, at completion, shall provide tot he identified INS technical point of contact, a complete record of production and shipment. That includes quantity of badges delivered, badge numbers assigned or used, quantity and badge numbers of badges returned to and replaced by the contractor, certificate of destruction of all damaged and returned badges, and dates assigned with each action. COMPLETION Upon completion of this contract based on the acceptance of the production badges, the tools, dies, and any government-supplied samples shall be returned to Analyst: U.S. Immigration and Naturalization Service HQINV, Rm. 1000 425 I St., NW Washington, DC 20536 Attention: Tracy M. Brown PENALTY The contractor is herewith notified that the manufacture, sale, and possession of any and all Immigration and Naturalization Service (INS) badges, insignia, and other items of identification, other than specifically authorized by the terms of this contract, is a violation of Section 701, Title 18 of the United States Code and is subject to criminal sanctions. The contractor shall retain no finished items or parts thereof after performance of this contract. All defective materials or items shall be destroyed. Such destruction means rendering all rejected or defective badges, or other insignia or items, unrecognizable prior to leaving the place of manufacture. All government properties involved in the manufacture of badges, insignia or other identification, shall be returned or transferred to INS or, as approved by INS, retained by the contractor under appropriate secure control and subject to periodic INS review or inspection. All finished items required by this contract shall be delivered to INS in accordance with the terms of this contract. This order will be issued as a firm fixed price. BID SAMPLES: Any contractor who has not previously produce badges under these specifications shall provide a preproduction sample. The sample shall be one Special Agent badge and one Supervisory Special Agent badges. The numbers that each sample badge should display are 1811. The samples shall be provided within 5 days of receipt of the dies and tools necessary to perform the operation. The sample shall be production quality and indicate the highest quality work the contractor is capable of doing. If questions of adherence to the specifications exist, as determined by the product end user, the contract shall pay for the testing required to determined compliance. Failure to comply with any part of the specifications will result in default and cancellation of this contract. A sample of the current badges shall be provided to the vendor as a benchmark for the preproduction sample and final product. Any samples provided by the government shall be returned to the government either upon award of the contract or completion of the production run. Offeror shall submit 2 samples of the product along with the quote. The bid samples need to be mailed to the address listed below for approval no later than five calendar days after the closing date of this announcement: Immigration & Naturalization Service, ATTN: Laverne Railey, Room 2208 Procurement Division, 425 Eye Street, NW Washington DC 20354. GOVERNMENT FURNISHED MATERIAL: BASIS FOR AWARD: The Government will award a Purchase Order to the responsible offeror whose proposal, conforming to the RFQ, will be of the Best Value to the Government, price and other factors considered. Prospective offerors should note that a proposal meeting the RFQ requirements with the lowest price may not be selected if award to a higher priced proposal is determined to be most advantageous to the Government. The evaluation factors in descending order of importance are as follows: Technical Capability, Past Performance, and price. The Past Performance information required in the quote: Technical Capability and Skills The technical evaluation shall be based upon a badge sample. The government will rate technical capability adjectivally as described below: STRONG POINTS -- The offeror has the ability to produce a badge of superior quality that meets the requirements in the SOW. GOOD POINTS -- The offeror has the ability to produce a badge of good quality that meets the requirements in the SOW. SATISFACTORY POINTS -- The offeror has the ability to produce an adequate badge that meets the requirements in the SOW. UNSATISFACTORY POINTS -- The offeror does not have the ability to produce a badge that meets the requirements in the SOW. Past Performance and References: The Government reserves the right to obtain information for use in the evaluation of past performance from all sources including sources outside of the Government. Offerors lacking relevant past performance history will receive a neutral rating for past performance. However, the proposal of an offeror with no relevant past performance history, while rated neutral in past performance, may not represent the most advantageous proposal to the government and thus, may be an unsuccessful proposal when compared to the proposals of other offerors. The offeror must provide the information requested for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance experience. The government reserves the right not to evaluate or consider for award the entire proposal from an offeror which fails to provide the past performance information or which fails to assert that it has not relevant directly rated or similar past performance experience. Offerors shall submit past performance information in their quotes. The offeror shall provide evidence of at least two law enforcement organizations they have produced badges for in the last two years based on the same or similar specifications in the SOW. Include the following: Organization name, name and telephone number of organization's point of contact; and Required delivery date and actual delivery date. Please note, the government may consider all information available on the offeror's experience and past performance. The government will evaluate past performances using the following adjectival ratings: EXCELLENT -- The offeror's past performance unequivocally meets the requirements of the SOW. SATISFACTORY -- The offeror's past performance sufficiently meets the requirements of the SOW. UNSATISFACTORY -- The offeror's past performance does not meet the requirements of the SOW. NEUTRAL -- The offeror has no history of past performance. III. Pricing EVALUATION OF PRICE: The unit prices times the quantity shall equal the extended price for each line item. The total extended amount of the line items will be added together to get the total quoted price. This announcement constitutes the only solicitation. The government will compare the price of the badge sample provided by the offeror to the quality of the badge. [In other words, we will determine if the badge worth the price. Quotes are due in sealed envelopes/packages no later than 4:00 p.m. Eastern Standard Time, September 18, 2000. All responses must be received in writing within five calendar days of the publication of this notice. Quotes shall be clearly marked/addressed on the outside of the envelope as follows: Immigration & Naturalization Service, ATTN: Laverne Railey, Room 2208 Procurement Division, 425 Eye Street, NW, Washington DC 20354.
