Description
The FISC Norfolk Detachment Philadelphia intends to procure an estimated 403,000 manhours to support the Defense Logistic Agency (DLA) Strategic Sourcing Technologies (SST) program (formerly known as the Rapid Acquisition of Manufactured Parts (RAMP) program). The contractor will accomplish research and development into SST to enhance the implementation of On Demand Manufacturing (ODM) processes and technologies; maintain, support and enhance key elements of the DoD EMALL; develop other electronic commerce (EC) capabilities to support Inventory Control Points (ICPs) and the procurement process; and support the development, test, and prove-out of logistics data exchange capabilities and tools in areas of product data (e.g. Standard for the Exchange of Product Model Data (STEP), and other technologies (e.g EC) that were initiated under the Enterprise RAMP contract. The contractor will acquire and maintain the required hardware, software and technical resources to accomplish the R&D mission. The capabilities and technologies to be maintained and developed in this program are follow-on efforts to key technologies being developed and implemented under the current Enterprise RAMP contract with the South Carolina Research Authority (SCRA). The proposed contract action is for research and development for which the Government intends to solicit and negotiate with only one source, SCRA, under the authority of FAR 6.302. As the incumbent contractor, SCRA is the only source for the required research and development that will meet DLA's requirements. Procuring the required research and development from a source other than SCRA is impractical. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See numbered Notes 22 and 26.
