Description

This is the second amendment which clarifies the Broad Agency Announcement (BAA) N00140-00-BAA3339 that appeared in the August 21, 2000 issue of the Commerce Business Daily. 1. In regard to Proposal Format, Section I, Administration A, Cover Page, the Table of Contents and names of organizations that comprise the offeror's team may be listed on separate pages. 2. Under Section III. Proposal Content, Volume I -- Technical, paragraph (4) Entity/team members' capabilities, the "data" referred to in the first sentence is related to the capability to do work mentioned as an example in paragraph (1)(b) of the same Section, "Quality of and access to business and technical data". The proposer should describe its experience with business and technical data in that context. 3. The purpose of this BAA is to solicit proposals for research projects in the Competitive Sustainment Program which should result in significant improvement to the current state of practice for maintenance and operation of existing weapons systems. Although the focus of the BAA is EB/EC, proposals are not limited to EB/EC techniques and technologies. All proposals for research within the area of sustainment will be considered. 4. The Joint Electronic Program Office (JECPO) is part of the DLA eBusiness organization. The Agency and focus of the BAA remain unchanged. 5. There are no "specific areas of interest" other than those stated in the BAA. However, proposals that are duplicative of other existing programs will be carefully evaluated to determine the marginal value added of the program proposed under this BAA.
