Description

NASA-Glenn Research Center plans to issue a Request For Proposal (RFP) for the solicitation entitled Revolutionary Aero-Space Engine Research (RASER). This solicitation will support work efforts under the Ultra Efficient Engine Technology (UEET) Program, Aeropropulsion Base Research (R&D), Space Transportation and High performance Super Computing and Communications (HPCC) for the Glenn Research Center. The purpose of this acquisition is advanced technology in the areas of (1) Airbreathing Engine Technology, (2) Pulse Detonation Engine Technology, (3) Auxiliary Power System, (4) Propulsion/Airframe Integration, (5) Rocket-Based Combined Cycles, (6) Turbine-Based Combined Cycles, (7) Design Tools and (8) Cross-cutting Technologies. The Government anticipates "Multiple Awards" utilizing Cost Plus Incentive Fee Contracts. A Pre-Proposal Conference is tentative scheduled for September 28, 2000 at the Glenn Research Center. Additional details as it relates to this proposal conference, will be posted on the NASA/GRC Business Opportunities home page located at the following URL, http://nais.msfc.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin=22. In addition, this and other information will be posted on the RASER Web page located at the following URL, http://www-psao.grc.nasa.gov/RASER. This Web site has been created specifically for the RASER procurement activity. Prospective Offerors interested in being notified via e-mail when the RFP is posted, are invited to submit their e-mail addresses and FAX numbers to: Albert A. Spence, Contracting Officer at albert.a.Spence@grc.nasa.gov. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The RASER RFP will be posted on or about September 22, 2000, which is an APPROXIMATE date. The firm date for receipt of proposals is October 23, 2000 as set forth in the RFP. It should be assumed, no extension for proposal submittal will be granted. Any questions relating to this solicitation should be directed to the attention of the Contracting Officer only. All qualified responsible sources with demonstrated experience in the areas described above may submit a proposal, which will be considered by the agency. An Ombudsman has been appointed, See Internet Note "B". The solicitation and any documents related to this procurement will be available over the Internet. Such information will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
