Description
The Urban Watershed Management Branch (UWMB) of the Water Supply and Water Resources Division (WSWRD) of the U.S. EPA's National Risk Management Research Laboratory (NRMRL) is soliciting proposals to: (1) develop and demonstrate a decision-making tool for develop cost-effective solutions for abating receiving water contamination from urban Combined Sewer Overflow (CS0), Sanitary Sewer Overflow (SSO), and stormwater discharges; and (2) develop process modeling formulations for best management practices and low-impact developments (BMP/LID) alternatives that can be incorporated into the optimization model. Work to be performed will include: (1) define the basic criteria that can be used for the quantitative evaluation of Wet Weather Flow (WWF)control alternatives; (2) evaluate system analysis/optimization methodologies and select one best suited for an optimization model; (3) formulate and develop a system-analysis/optimization model; (4) test the model using the preliminary cost and effectiveness data of WWF control alternatives and anticipated water quality goals to be achieved; (5) define residential lots for SWMM testing of LID/BMP (6) perform actual SWMM testing of LID/BMP alternatives into SWMM, which will provide input to the optimization model. This contract shall not include development of: (1) a cost-estimating methodology or a compilation of cost data for all viable WWF control alternatives or (2) actual performance assessment tools for quantitative estimation of pollution control effectiveness of each control alternative. The technical areas to be addressed related to SWMM improvements for BMP/LID evaluation shall include spatial resolution to allow application of micro-management of flows in residential lot, overland and pollutant routing in overland and subsurface flow movement within a residential lot, and routing of flows and pollutant from lots to swales/street gutters/inlets/sewers. A report shall be prepared by the contractor to present all relevant information that is gathered and developed. The report shall be comprehensive and technically accurate and it wil be subject to EPA critical scientific peer review. The completion date is 24 months from date of award. EPA anticipates a cost reimbursement completion contract. All responsible sources that submit a proposal will be considered. Solicitation RFP CL-00-11250 will appear on the internet. It may be accessed through the EPA's home page on the World Wide Web (http://www.epa.gov/oam/cin_cmd). It is anticipated that this RFP will be available by September 30, 2000 and the proposals will be do 30 days thereafter. The applicable NAICS code 54133 is applicable for this procurement which will be processed in accordance with FAR Part 15, Contracting by Negotiation.
