Description
D -- The US Army War College and HQ, Carlisle Barracks is soliciting proposals for privatization of the telephone system located on Carlisle Barracks. The current equipment includes NORTEL SL-100, with two major nodes linked by fiber optics, a meridian voice mail system, associated tools, test equipment, and a independently owned, underground copper and fiber distribution system on Carlisle Barracks with independently owned, off post above ground cable to Stanwix Apartments. The system was installed in 1990, maintained in excellent condition by contract and upgraded to state of art ever since. The Government will offer the following in support of this effort: 1. Personal property sale financing for up to 15 years, 2. A contract to purchase telephone services, which may include some internet access services, as needed by Carlisle Barracks for 5 years, and 3. Real property interests will be provided by Lease of current space in building 322 and easements for the independent distribution system for up to 50 years. No land will be conveyed. No government personnel will be effected by this privatization, as the maintenance is currently contracted to CORDEV Inc., Fall Church VA. The government currently uses less than 5% of the SL-100 switch capacity and will use significantly less after 5 years. Pennsylvania Utility Commission approval is required to provide services to non-government and off-post customers in the Carlisle PA area. Note -- The Carlisle PA market area is currently serviced by only one telephone company (SPRINT), although others are permitted by deregulation. Other telephone companies must develop non-Government revenues from customers in the Carlisle market area, to propose an economically viable business plan. Selection of a contractor shall be made on a best value basis. A site visit / pre-proposal conference will be held, sometime in October 2000. This site visit may be the only pre-proposal closing opportunity to ask verbal questions and engage in open forum dialogue, with the government's Contracting Officer, technical and management personnel. The Request for Proposal will be made available electronically by e-mail in early October 2000. Drawings and other technical information will be made available for review, early on the day of the site visit and thereafter by appointment with the Contracting Officer. Technical personnel will not be available after the site visit. Offerors will have no more than 20 calendar days from the site visit to prepare proposals. A competitive range will be established for further negotiations, therefore only best offers should be submitted. Announcement of selected contractor is targeted for early January 2001, with a congressional notice and wait period thereafter. The effective date and performance to start not later than 1 April 2001. All questions and requests for RFP packets must be sent to the Contracting Officer, by e-mail only. No Phone Calls Please.
