- Description
- The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source with the Dialog Corporation, 11000 Regency Parkway, Cary, NC 27511 for renewal of subscription services for unlimited access to Dialog databases for the EPA, Research Triangle Park, NC site. EPA believes that Dialog is the only vendor capable of satisfying these subscription services because of their exclusive rights to many research and scientific databases which is necessary for EPA's research effort, including but not limited to, Automotive Engineering, Bioethics Line, CAB Abstracts, CHEMTOX Online, Current Biotechnology Abstracts, Drug Data Report, Drug Information Fulltext, Health Devices Alerts, IHS International Standards, National Newspaper Index, Newsletter Database, World Reporter, and Tablebase. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The period of performance is expected to be from October 1, 2000 through September 31, 2001. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any sources(s) exist and, therefore, no RFP is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will be ignored.
